Project Description & Background

With the acquisition of the former Farmland Industries Nitrogen Plant, now known as Lawrence VenturePark, the City is bound by consent order (Case No. 10-E-94 BER) to follow the environmental remediation procedures outlined in the Corrective Action Decision (CAD) authored by the Kansas Department of Health & Environment (KDHE) signed March 3, 2010. The CAD stipulates compliance with the Post-Closure Care requirements for the closed Chrome Reduction System (CRS) Unit.  (see attached map)

The CRS Unit was constructed and operated from 1972 to 1984 to remove hexavalent chromium from water, which had been circulated through cooling towers to inhibit corrosion.  Closure of the CRS was accomplished in 1986 and early 1987 under a Resource Conservation & Recovery Act (RCRA) Closure Plan approved by the KDHE.   A RCRA permit for Post Closure Care was jointly issued by the KDHE and USEPA Region VII in February 1993 and was renewed in 2002 to continue the Post-Closure Care monitoring.  As groundwater pH is the only remaining compliance issue for the CRS Unit and chromium has not been detected in the monitoring wells, KDHE has stipulated that the CRS Unit may be closed following mitigation of the low pH condition.  The proposed project will mitigate the low pH condition by mixing the in situ soils with lime sludge.

Project Funding

The funding source for the remediation of the RCRA Site will be funded entirely from the environmental remediation fund obtained with the acquisition of the site.
