A.        EXECUTIVE SESSION (5:30 – 6:35 P.M.):

 

1.       Consider motion to recess into executive session for approximately 30 minutes for the purpose of consultation with attorneys for the City deemed privileged in the attorney-client relationship.  The justification is to keep attorney-client matters confidential at this time.  The City Commission will resume its regular meeting in the Commission room at 6:35 p.m.

 

ACTION:      Approve motion, if appropriate.

 

 

 

B.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the week of November 17 – 21, 2014 as International Education Week.

 

2.       Proclaim the month of November, 2014 as Alzheimer’s Awareness Month.

 

 

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 10/21/14, 10/28/14, and 11/04/14.

 

2.       Receive minutes from various boards and commissions:

 

Mental Health Board meeting of 08/07/14

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Bid and purchase items:

 

a)       Set bid date of November 25, 2014 for the remediation of the Resource Conservation and Recover Act Site at Lawrence VenturePark- Project No. PW1433.   Staff Memo & Attachments

c)       Authorize sole source purchase of 12 traffic signal controllers for expansion of the City Traffic Signal ITS network, to Gades Sales Co., Inc., in the amount of $29,400.    Bid Memo

 

d)       Approve change orders for additional crosswalks and 9th Street pavement markings for the 2014 Crosswalk Marking Project and Iowa Street Pavement Marking Project, Project No. PW1416, in the amount of $35,101.25.     Staff Memo

 

e)       Authorize the upgrade of video conferencing in Fire Medical Administration - Jayhawk Room and McSwain Room and approve the purchase of equipment for the upgrade to SKC Communications, for $53,131.30, utilizing the State of Kansas contract.   Staff Memo

 

f)       Rescind the City Commission approved action of October 28, 2014 for the lease of seven (7) Ford Explorers from Shawnee Mission Ford, and authorize staff to proceed with a new bidding for the lease of seven (7) Ford Explorers.   Staff Memo & Attachments

 

g)       Waive staff estimates and award bids for the 2014 Community Development Weatherization Program as follows:   Bid Memo

i)   Weather-Stripping of doors to Airtight, Inc., for $1,052.86;

ii)  Storm windows to JetAlum, for $9,916.48; and

iii)  Attic insulation to A+ Insulation, for $4,000

 

6.       Adopt on first reading, Ordinance No. 9053, authorizing the issuance of Industrial Revenue Bonds for the HERE @ Kansas, LLC project (11th and Indiana).   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

E.         REGULAR AGENDA ITEMS:          

 

1.       Conduct a public hearing and consider approving the application for a sidewalk dining and hospitality license for PepperJax Grill, located at 919 Massachusetts Street, and consider approving Site Plan SP-14-00365, submitted by Paul Werner Architects, for G & P LC, property owners of record.  Staff Memo & Attachments  Site Plan

ACTION:      Designate 1100 Massachusetts Street as a Landmark on the Lawrence Register of Historic Places and adopt on first reading, Ordinance No. 9052, if appropriate.

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13, two vacancies for positions that expired 09/30/14,  and one vacancy for a position that expires 09/30/15.  One additional position expired 09/30/14 and is eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Contractor Licensing Board:

One position expired 12/31/13. This position is delegated for a representative from the Plumbing Code Board of Appeals.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/14 and one vacancy for a position that expires 09/30/15.

 

Jayhawk Area Agency on Aging:
