Contract Approval with Iteris Inc. for Regional Intelligent Transportation Systems (ITS) Architecture Update Project

 

Background

On October 17, 2013 the Lawrence-Douglas County Metropolitan Planning organization (MPO) approved a 2014 Unified Planning Work Program (UPWP) that includes an ITS Architecture Update Project for up to $80,000 total funding split between 2014 and 2015. The MPO has budgeted non-federal match for this project for those two years as KDOT toll credits in 2014 and State funds from the Comprehensive Transportation Program supplied through Lawrence Transit in 2015. There is no need for City funds to match this project.

 

The MPO has had this type of work done by consultants once before in 2006-2008 which lead to the creation of the region’s first ITS Architecture. On June 5, 2014 a Request For Proposals was issued for this project followed by a September 22 meeting where the selection committee chose Iteris Inc. as the preferred firm. A work scope and contract were negotiated with this firm with a contract cost of $74,803.41, and the City Attorney’s Office review and approval of that contract was completed on October 21st.

 

Project Description

This project involves the review and update of the region’s ITS architecture which was originally approved in June 2008. The ITS architecture shows how all of the technology and all of the institutions that operate and maintain that technology will cooperate and work together to use ITS projects and plans to make the region’s transport system safer and more efficient. This Regional ITS Architecture must be compatible with the National ITS Architecture, and the regional architecture is required for our area to use federal funds on ITS projects.

 

Action Requested

Approve the contract with Iteris Inc. and authorize the City Manager to sign it.
