Project History

Based on their successful completion of the 2010 roof replacement project over the 1916 maintenance shop at the Kaw Water Treatment Plant Walter P. Moore was engaged to provide design and construction phase engineering services for the replacement of the adjoining roof, as shown in the attached map. The plans for this project were completed and the project was advertised for bid in August of 2014, however, due to lack of interest from contractors the bid was canceled. After discussions with multiple roofing contractors, Walter P. Moore determined that the lack of interest was due to the relatively small size of the project and the current workloads of the contractors. 

 

The roof on the Clinton Water Treatment Plant has recently been evaluated and design for the roof replacement was anticipated to start in 2015. So, in order to facilitate a more conducive bidding environment for the roof replacement projects staff is proposing to push up the design of Clinton WTP roof replacement project and merge it with the previously designed Kaw Water Treatment Plant roof replacement project to create one large project to be bid in the first quarter of 2015.   

 

Project Description

The Clinton Water Treatment Plant was originally constructed in 1977 and underwent an expansion in 2002.  As part of the 2002 expansion a modified bitumen roofing system was installed and has outlived its useful life.  The existing roof has been patched multiple times and is exhibiting wide-spread blistering, debonding, and failure of flashings and pitch pans, and water infiltration into occupied spaces. The Clinton WTP Roof Replacement Project will replace the roof system over the entire treatment plant, as shown in the attached exhibit, utilizing the same PVC roof system and details as the Kaw Roof Project. 

 

By combining the Kaw and Clinton Roof Replacement Projects as well as bidding the projects at the start of construction season the City should see expanded interest in the project as well as a more competitive bidding environment.

 

Project Funding

The project will be funded from the Department of Utilities 2015 Capital Improvement Program budget.

 

Action

Authorize the City Manager to Execute Supplemental Agreement #1 with Walter P. Moore in the amount of $18,000 for Project UT1416 Kaw and Clinton Water Treatment Plant Roof Replacements.
