Background
New York Elementary School is currently in the process of making improvements to the school which include public improvements of abandoning the sanitary sewer that runs underneath the school and relocating the sewer West under 10th Street to the alley between New York Street and Connecticut Street. The designer originally anticipated that there was enough space to lay the sanitary sewer under the existing watermain. However, once construction began it was discovered that the watermain was lower than anticipated and the original design was not adequate. Due to the elevation of the existing tie in manhole it was not possible to lower the proposed sewer line to get under the existing watermain. After evaluating multiple options relocating the 24” watermain was determined to be the best and most cost effective long term solution for the City.
Project Description
The proposed project includes the relocation of approximately 100 feet of 24” Ductile Iron Waterline below the location of the proposed sanitary sewer line at the intersection of 10th and New York, as shown in the attached map. Upon execution of the Engineering Services Agreement design will commence. It is anticipated that construction will last approximately two months and should be completed by June of 2015.
Staff has negotiated an additional Engineering Service Agreement with Professional Engineering Consultants (PEC) for the 10th and New York Watermain Relocation project, UT1428, in accordance with the originally stated intent to continue with PEC as the design consultant for watermain replacement work based on satisfactory performance. The proposed scope of services and fee for the design of 10th and New York Watermain Relocation, project UT1428, in the amount of $26,620.00 is commensurate and appropriate for the project. The fee includes basic A/E design as well as non-basic A/E services related to geotechnical sub-consultant coordination, permitting, and advertising and bidding.
The table below reflects the proposed fee components in relation to preliminary construction cost estimate.

The basic A/E design phase ESA amount as a percentage of estimated construction cost of 9.9% is below the recommended amount of 10.25% per the design fee guideline adopted by the City of Lawrence on January 11, 2011. Additional non-basic A/E services for the project as a percentage of the estimated construction cost of 1.9% are commensurate and appropriate for the project based on historical project costs.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.
Action
Authorize the City Manager to Execute the Engineering Services Agreement with Professional Engineering Consultants in the amount of $26,620.00 for Project UT1428 10th and New York 24” Watermain Relocation.
