RE:

31st Street Pavement Reconstruction concurrent to Menards Public Improvements, Project No. PW1436

Background

The Menards project is required to construct public improvements on 31st Street which includes roadway widening for the installation of a dedicated left turn lane at the intersection of 31st and Michigan Streets.  The public improvements also include a 2" mill and overlay to restore pavement markings, reconstruction of the storm sewer, and new curb and gutter on 31st Street.  Menards is responsible for 100% of the public improvement construction costs for the 31st Street widening project (see attached map).

An approximate 500' section of 31st Street within the limits of the Menards project is in need of reconstruction.  The section of street has not been upgraded to city street standards and recent pavement cores have shown about 4" of asphalt on rock base.

Project Description

City staff is recommending using the Menards contractor bid prices from Max Rieke Brothers, Inc. to remove the existing pavement and reconstruct with full depth asphalt base on flyash treated subgrade.  Work will be done concurrent to the Menards public improvements and completed before 31st Street reopens to east with construction on the KDOT South Lawrence Trafficway project; 31st Street is tentatively scheduled to reopen in summer 2015.

The estimated construction cost of the additional work is $120,000 and would be funded through Capital Improvement Reserve funds.

Action

Direct staff to contract with Max Rieke Brothers to reconstruct approximately 500 LF of 31st Street, east of Ousdahl Road, with an estimated construction cost of $120,000.
