Please include the following item on the consent agenda for the October 14, 2014 City Commission meeting.

Project Description

Installation of a ground water monitoring well on the public right of way adjacent to 2220 Harper Street (see map).

Project History

Associated Environmental, Inc. (AEI) has been requested by the Kansas Department of Health and Environment (KDHE) to complete a contamination assessment to delineate soil and groundwater contamination associated with underground storage tanks (USTs) related to the Radhay Enterprises, LLC facility located at 2220 Harper Street, Suite B in Lawrence, KS.

On September 17, 2012, petroleum contaminated soil and groundwater were encountered during an inspection of product in the unleaded #2 pump sump. At this time KDHE is requesting the installation of up to nine groundwater monitoring wells at and around the facility for the purpose of groundwater sample collection. All but one will be placed on private property with those property owners approvals. This agreement is for the one monitoring well located within the public right of way (MW9).

Project Funding

There is no cost to the City of Lawrence associated with this project

Action Request

Authorize the City Manager to enter into a License Agreement with Associated Environmental, Inc. to allow for the installation and maintenance of ground water monitoring well within the right of way adjacent to 2220 Harper Street.
