RE:	October 7, 2014 Agenda Item – Award the construction contract for Bid No. B1433 to Westland Construction, Inc. in the amount of $396,889.00 and authorize the City Manager to execute the construction contract for Project No. UT1312 Bob Billings Parkway Waterline Replacement.

Background

The Bob Billings Parkway waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Bob Billings Parkway waterline as the initial project to be included in the 2014-2015 program. The existing 1997 12” ductile iron waterline has experienced numerous failures due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.

Project Description

The Bob Billings Parkway waterline replacement project, as shown on the attached map, includes the replacement of the existing 1997 12” ductile iron waterline from George Williams Way to Bobwhite Drive. The project includes the installation of approximately 2,100 linear feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement, and disturbance of existing surface features. The project will be completed in a single phase and is planned to be completed within 120 calendar days from the date that notice to proceed is issued.

Project Details

Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on September 2, 2014. Bids were opened on September 23, 2014 and the bids listed below read publicly aloud.

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Westland Construction, Inc., and, per the attached letter and bid tabulation, recommend awarding the bid to Westland Construction, Inc.

Project Funding

The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1433 to Westland Construction, Inc. in the amount of $396,889.00 and authorize the City Manager to execute the construction contract for Project No. UT1312 Bob Billings Parkway Waterline Replacement.
