Background

The 2012 Integrated Water Utilities Plan and adopted scenario 5 Capital Improvement Plan identified, and provided funding for, the replacement of major electrical distribution and control equipment at the Kaw Water Treatment Plant.

 

Project Description

The Kaw Water Treatment Plant and Filter Building, located at 3rd and Indiana, were originally constructed in 1916 with major expansions in 1954, 1958, 1964 and 2003. The majority of the current electrical motor control center equipment (MCC) was installed during a 1988 renovation. These MCCs are approaching thirty years old and replacement parts for the MCCs are no longer readily available. The MCCs are essential, as they receive the incoming electrical feed and distribute 480 Volt AC power to the major components in the plant including pumping, control valves, treatment basin equipment, chemical feeds, and plant control systems. The inability to obtain repair and replacement parts results in any failure of the MCC leaving a portion of the facility inoperable.

 

Project Status

Within the last year Project UT1201/1202 Electrical and Mechanical Improvements to the Kaw and Clinton Water Treatment Plants was completed. This project included the replacement of key MCC equipment and the installation of a standby generator connection at the Clinton WTP; and the relocation of the standby generator connection, and the removal and consolidation of unused electrical distribution network at the Kaw WTP.

 

Based on Black & Veatch’s recent experience with the design and construction of the UT1201/1202 Electrical and Mechanical Improvements and their knowledge of the existing electrical system, Staff have negotiated an appropriate scope and fee for the design and bid phases of the current project. The scope of work includes the generation of construction plans and specifications, analysis of existing and potential future electrical loads, coordination of construction phasing to maintain electrical service to the plant, and services associated with advertising and bidding the project for construction.

 

The negotiated fee is $89,378 for design services and $10,170 for bid phase services. The design fee is 17.9% of the estimated $500,000 construction cost, and the total fee is 20% of the estimated construction cost. A comparison to the Design Fee Guidelines is not provided as the scope of work associated with this project is not represented by these guidelines. The scope tasks and hours proposed are commensurate with the level of effort required to analyze the existing electrical equipment and loads, review potential future loads, coordinate the motor control center and breaker sizing and settings, and generate the required plans and specifications for bidding.

 

Project Funding

The program is included in the Department of Utilities 2013/2014 Capital Improvement Plan and adopted Rate Plans.

Action

Authorize the City Manager to execute an Engineering Services Agreement with Black & Veatch in the amount of $99,548.00 for Design and Bid Phase Engineering Services for Project UT1418 Kaw Water Treatment Plant Motor Control Center Replacement.
