Chair Minor called the meeting to order at 5:46 p.m.

 

1.  Introductions.

 

Members introduced themselves.

 

2.  Approval of the April 10, 2014 Minutes.

 

Norwood moved to approve the CDAC meeting minutes from April 10, 2014.  The motion was seconded by Delaney and passed 5-0, with Mitchell and Koprince abstaining.

 

3.  Miscellaneous/Calendar.

 

Dresslar said the recommended allocations will go before the City Commission on May 13, 2014.  Provided the allocation recommendation is approved at the City Commission meeting, the CDAC will not need to meet again until September.  Dresslar said a motion can be made to cancel the meetings that are scheduled in May, June, July and August.  The CDAC would then meet again on September 11, 2014 to regroup and review the draft of the 2015 application.  She said any comments, additions or changes to the draft can be given to her prior to that date, and she will incorporate them in the draft document for the September 11 meeting.

 

September 25, 2014 will be the CDAC fall Public Hearing.  The Consolidated Annual Performance Evaluation Report (CAPER) will be presented, and the 2015 application for the agencies will be finalized at that meeting as well.  Providing everything goes as expected at that meeting, the CDAC would not need to meet in October, November and December.  Dresslar added the CDAC could do the same thing it did this year and use its first meeting in January 2015 to go over applications received, set up a spreadsheet and set the calendar for 2015.  She said the CDAC could also conduct that business at one of its December 2014 meeting dates.

 

Mitchell said she will most likely be absent from both of the September meetings.

 

Bush moved to cancel the Board’s May, June, July and August meetings due to lack of business.  The motion was seconded by Wilbur and passed 7-0.

 

Minor said the CDAC next meeting will be held September 11.

 

Dresslar said the CDAC will go over the 2015 application at that time and will also go over the CAPER document.

 

The meeting was adjourned at 5:53 to conduct the public hearing.

 

4.  Recess Meeting to Conduct Public Hearing (6:00).

 

Minor called the public hearing to order at 6:00 pm.

 

The CDAC members introduced themselves to members of the public who were present.  Minor thanked them for attending the public hearing.

 

The members of the public introduced themselves; Robert Baker with Tenants to Homeowners (TTH), and Shannon Oury with Lawrence-Douglas County Housing Authority were present.

 

Dresslar gave a brief overview of the public hearing.  The spring public hearing is conducted to ascertain if there is any discussion on the Annual Action Plan and also to look at the Investment Summary and what the CDAC recommended allocations are for CDBG and HOME funding.  It also provides any explanation of the CDAC and the City’s goals going forward. Dresslar added the CDAC has not made any changes to its goals from last year or the year before.  She said the CDAC is still in the middle of its same five year action plan, but an update must be given every year.  The hearing also provides the opportunity for the public to make comments on the City’s Annual Action Plan and recommended allocations, or on any other community development, housing, CDBG or home related information.

 

Minor said the hearing is open for public discussion.

 

Baker said the CDAC has a tough job, especially with the economy shrinking as it is now.  He said he believes the committee has made some great decisions, and he can tell the CDAC was very judicious with its allocations as he has attended several previous meetings.  He thanked the CDAC for its hard work.

 

Oury said she agrees with Baker’s comments.  She appreciates all the CDAC puts into its decisions and does not envy the task to choose between all of the different requests from various people and groups asking for funding.

 

Baker said he appreciates the funding allocated to Tenants to Homeowners.  Part of the recommended funding is going to fund a Senior living facility, which is tailored toward 21st century aging in place.  He said he appreciates the CDAC being able to allocate money to TTH when there is such a shortage of funds to be distributed.

 

Minor said the CDAC appreciates both their attendance and their comments.  He said the CDAC takes their comments seriously, and it helps the CDAC in its decision-making process.  He also added the CDAC would like to see more individuals show up and voice their concerns and assist the CDAC with their feedback.

 

Being no further comments, Norwood moved to close the public hearing and reconvene the CDAC meeting at 6:06 p.m.  The motion was seconded by Mitchell and passed 7-0.

 

5.  Reconvene Meeting.

 

The CDAC meeting was reconvened at 6:06 p.m.

 

6.  Discuss Revised CDBG/HOME Allocations, if applicable.

 

Minor asked if anyone on the CDAC wanted to take this opportunity to suggest any changes to the proposed allocations.

 

None of the members wished to make any changes.

 

7.  Public Comment.

 

There was no public comment.

 

8.  Adjourn.

 

Minor moved to adjourn the April 24, 2014 meeting of the CDAC at 6:08 p.m.  Mitchell seconded the motion.  The motion passed 7-0.
