B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

2.       Approve licenses as recommended by the City Clerk’s office.

 

3.       Approve appointments as recommended by the Mayor.

 

4.       Bid and purchase items:

 

a)       Award bid for Bid No. B1448, Project No. PW1330, for the construction of a regional detention basin for Lawrence VenturePark, to R.D. Johnson Excavating Company, in the amount of $649,919.50.  Bid Memo & Attachments

 

5.       Approve rezoning, Z-14-00263, approximately 1.88 acres from IG (General Industrial) District to IL (Limited Industrial) District located at 720 E 9th St. Submitted by Flint Hills Development Group on behalf of 720 LLC, property owner of record. 6.       Authorize staff to submit grant applications to the Kansas Airport Improvement Program for the reconstruction of Taxiway C and the west apron at the Lawrence Municipal Airport.    Staff Memo & Attachments

 

7.       Approve a street event permit for the KU Band Day Parade event to close various streets downtown on Saturday September 20, 2014 from a time yet to be determined.   Staff Memo & Attachments

 

8.       Approve the City of Lawrence Investment Policy for 2014 and adopt Resolution No. 7089, authorizing the Assistant Finance Director and Assistant City Manager to access the City of Lawrence MIP account.   Staff Memo & Attachments

 

9.       Approve as a “sign of community interest”, a request from Pilot Club of Lawrence to place a temporary directional signs at the northwest corner of 23rd Street and Harper Street, from September 19, 2014 to September 20, 2014.  Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

1.       Conduct note and bond sale. Review bids received and approve sale of bonds and notes to the lowest responsible bidder.  Consider adopting Resolution No. 7090, authorizing the sale of $13,745,000 in general obligation notes. Declare an emergency, and consider adopting on first and second readings, Ordinance No. 9038, and consider adopting Resolution No. 7091, authorizing the sale of $26,965,000 in general obligation bonds, 2014 Series A, and consider adopting on first and second readings, Ordinance No. 9039, and consider adopting Resolution No. 7092, authorizing the sale of $19,595,000 in general obligation bonds, 2014 Series B.     Staff Memo & Attachments

2.       Consider approving extension request for Final Development Plan for Miracon Plaza Planned Commercial Development - Phase 1 [FDP-01-02-07] generally located at the northeast corner of Wakarusa Drive and Clinton Parkway. Submitted by Tim Herndon, for Timothy W. Schmidt of OFF-PISTE, Inc., property owner of record. The approved plan proposes construction of a two-story retail/office/bank building containing approximately 8,000 square feet and associated site improvements. The request proposes extension of the approval for this project for an additional 24 months.  This item was deferred from 09/02/14.  Staff Memo & Attachments    Proposed Grading within Drainage Easement    Aerial Overlay Map

Aviation Advisory Board:

One vacancy for a position that expired 05/31/14.

 

Board of Zoning Appeals/Sign Code Board of Appeals
Two positions expire 09/30/14 and both are eligible for reappointment to additional terms.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/13 and one vacancy for a position that expires 09/30/15.  Both positions are designated for low/mod areas.

 

Contractor Licensing Board:

Two positions expired 12/31/13. These positions are delegated for representatives from the Mechanical Board of Appeals and the Plumbing Code Board of Appeals.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/14 and one vacancy for a position that expires 03/31/15. Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expires 03/01/16.  Eligibility requirements exist for this board.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expired 12/31/13. 

 

Hospital Board:
Three positions expire 09/30/14 and all are eligible for reappointment to additional terms.

Human Relations Commission:

Two vacancies for positions that expire 09/30/14 and 09/30/15. Additionally three positions will expire 09/30/14, with one position becoming vacant and two positions are eligible for reappointment to additional terms.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expires 09/30/14.  One position expired 09/30/13 and is eligible for reappointment to an additional term.

Three current vacancies - one for a position that expired 11/30/13, one for a position that expires 11/30/14, and one for a position that expires 11/30/15.
