September 2, 2014 Agenda Item – Award Bid No. 1430 and authorize the City Manager to execute the construction contract for project UT1315, Arkansas Street Waterline Replacement, West 2nd Street to West 4th Street.

 

Background

The Arkansas Street waterline replacement project from 2nd to 4th Streets was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Arkansas Street waterline as the sixth priority for replacement due to the age and condition of the (1958 cast iron) and low serviceability as there are minimal in line valves and a only a single feed to the residents between 2nd and 3rd Streets.

 

Project Description

The Arkansas Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 1500 linear feet of 8” waterline by HDD and conventional excavation and backfill.  The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Arkansas Street between 2nd Street and 4th Streets.  The project will be completed within 120 calendar days from the date of the Notice to Proceed, per the contract documents.  Utility staff have met with the head of facilities at Lawrence Memorial Hospital (LMH) and they did not have any major concerns.  LMH staff will be invited to the pre-construction meeting and accommodations will be made during construction to limit the inconvenience to the hospital.

 

Project Details

Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on August 6, 2014. Bids were opened on August 26, 2014 and the bids listed below read publicly aloud.

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction, LLC, and, per the attached letter and bid tabulation, recommend awarding the bid to Banks Construction, LLC.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1430 to Banks Construction, LLC in the amount of $268,590 and authorize the City Manager to execute the construction contract for project, UT1315 Arkansas Street Waterline Replacement, West 2nd Street to West 4th Street.
