Project PW1406 Solid Waste Facility on Kresge Road Engineering Services

 

Please include the following on the City Commission agenda for consideration at the August 19, 2014 meeting:

 

Authorize City Manager to execute the Engineering Services Agreement with Bartlett & West for the Solid Waste Facility on Kresge Road in the amount of $157,038.

 

Project Background

The City of Lawrence acquired the property at 2201 Kresge Road for the purpose of relocating our solid waste operations.  Development will be phased, with the Household Hazardous Waste Facility being the first priority.   

 

Project Description/History

The property at 2201 Kresge Road is a 10.7 acre property in the City limits.  The property features a 9,200 square foot building, housing both drive-thru truck bays and approximately 2,800 square feet of office space.  The site was developed in 1989 with the office expansion in 2008.  The site is served by all utilities and has an IG zoning classification.  Located in the Santa Fe Industrial Park, it provides a good location for the solid waste operations, including the Household Hazardous Waste (HHW) Facility.  The property is bordered by I-70 on the south and the K-Mart Distribution Facility on the west.  There are no floodplain zones on the property.  The area is designed for truck traffic but also close enough to residential developments to feel “in the City” for the HHW program.  Trash and recycling trucks would have fairly easy access to the south, west, and north (via the turnpike).

 

During the site investigation, Bartlett & West was engaged by the City to do a general assessment of the buildings and possible property layout to determine if the site could adequately meet current and reasonable future needs for the Solid Waste Division.  The preliminary layout of the property is attached for reference.  The City must re-plat and site plan the area, and well as plan for infrastructure improvements. 

 

RFP’s were received from six consulting firms.  The City Commission authorized staff to negotiate the scope of services and contract for professional services with Bartlett & West on July 1, 2014.

 

Design Services

A summary of the scope items is listed below:

 

TASK A:  REPLATTING OF PROPERTY

Field Surveying

  • Surveying services for minor subdivision platting
  • Staking boring hold locations for geotechnical engineers
  • Boundary and topographic survey
  • Monument location, coordination with city staff on existing data
  • Field location of utilities and easements
  • AutoCAD format for all data for use in platting and design services

Minor Subdivision Re-platting

  • Attend pre-application conference with city planning staff prior to submittal
  • Completion of application and all required documents for submittal
  • Completion of Master Street Tree Plan
  • Completion of Survey Reference Reports for county surveyor review
  • Plan view drawing layout of minor subdivision re-plat
  • Revise submittal after receiving comments

 

TASK B:  SITE PLANNING

Site Plan (city approval process)

  • Prepare and submit site plan application and drawings including details for multi-phase development
  • Attend meeting with Planning and Development Services
  • Two design concept meetings with staff
  • Address review comments and conditions of approval
  • Compile site plan performance agreements

AP-76 Sanitary Sewer Study

Site Detention Pond Design & Drainage Calculations

  • Completion of all detention calculations (watershed delineation, time of concentration calculations, watershed classification, peak flow calculations, width of spread and inlet capacity calculations, hand storm sewer sizing)
  • Drainage and detention pond sizing and design with associated grading
  • Completion of Drainage Manual
  • Address review comments and conditions of approval

TASK C:  SITE DESIGN AND CONSTRUCTION DOCUMENTS

Site Permit Construction Documents

  • Internal parking lot and drive lane designs
  • Private service line connection and routing to existing or proposed building for storm sewer, sanitary sewer and waterline

  • Geometric layout design of loading docks and delivery areas
  • Providing preliminary site cost estimate

  • Construction Administration

Structure Services for HHW Facility

  • Loads, Notes/Specifications, Lateral Load Determination, Foundation Design (including loading dock and canopy foundations), Architectural Coordination

MEP Services for HHW Facility

  • Waste / vent design, water, HVAC, plumbing, lighting layout and circuits, power layout and circuits, electrical service detail
  • Design meeting
  • Construction drawings

 

Services not included in the scope of work:

  • Traffic analysis (with be completed by City Engineer)
  • Public improvement plans (water line construction by Utilities Department)
  • Building permit application
  • Geotechnical reports
  • Construction staking
  • Architectural design for main staff facility

 

Project Funding

Funding for the professional design services of this project will be from Solid Waste Division funds that have been set aside in the Capital Improvement Reserve Fund. 

 

Action Request
