RE:	August 5, 2014 Agenda Item – Set a bid date for Bid No. B1430 UT1315, Arkansas Street Waterline Replacement, West 2^nd Street to West 4^th Street.

Background

The Arkansas Street waterline replacement project from 2^nd to 4^th Street was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Arkansas Street waterline as the sixth priority for replacement due to the age and condition of the (1958 cast iron) and low serviceability as there are minimal in line valves and a only a single feed to the residents between 2^nd and 3^rd Street.

Project Description

The Arkansas Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 1500 linear feet of 8” waterline by HDD and conventional excavation and backfill.  The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Arkansas Street between 2^nd Street and 4^th Street.  The project will be completed within 120 calendar days from the date of the Notice to Proceed, per the contract documents.

Project Details

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday August 6, 2014.

A public meeting will be held with affected residents, tenants, and business owners prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the neighborhood.

The waterline replacement project will require temporary traffic restrictions at various locations along the project length to accommodate construction equipment and ensure a safe working environment for the contractor and the traveling public. No significant traffic impacts are planned or anticipated for the project.

To accommodate Lawrence Memorial Hospital the new waterline will be directionally drilled under pavement and parking stalls to minimize inconvenience to the hospital and hospital patrons.

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Set a bid date of August 26, 2014 for Bid No. B1430, for project UT1315 Arkansas Street Waterline Replacement, West 2^nd Street to West 4^th Street.
