Adoption of the Douglas County Emergency Operations Plan |
Background
The Douglas County Emergency Operations Plan outlines the management and coordination of resources and personnel during significant emergency or disaster events in Douglas County. The plan was developed and has been updated by committees consisting of senior planners and managers of local departments and agencies that fulfill key roles in emergency and disaster response. Every four years, the State of Kansas requires an update of the County Emergency Operations Plan. An update was completed in early 2014 and has been adopted by Douglas County, Lecompton, Eudora and Baldwin City. Douglas County Emergency Management requests that the City of Lawrence adopt the plan by adopting Resolution No. 7082. The plan, when adopted, serves as a memorandum of understanding between the City and the County regarding duties of their respective departments during an emergency.
City of Lawrence departments involved in updating the plan include Transit, Public Works, Utilities, Fire/Medical, Police and Public Information. The 2014 updated plan was reviewed and approved by those City departments. The plan is kept and maintained by the Douglas County Emergency Management Department.
In order to provide a comprehensive response to disaster events, numerous public, nonprofit and private agencies are included in the County Emergency Operations Plan. The plan commits the following City of Lawrence resources in response to a local disaster event. Lawrence Transit will coordinate countywide transportation support to local governments and voluntary organizations. Public Works will assist in providing solid waste facilities, technical oversight for engineering services, construction management and inspection, emergency contracting, facilities management, emergency road and debris clearance, emergency traffic signalization, flood control, and solid waste facilities. City of Lawrence Utilities will assist with the restoration of public utilities. The City Manager’s Office will assist with long-term mitigation and recovery efforts. The Lawrence-Douglas County Public Information Officers Group will coordinate the release of public information. Staff from each City department involved in the County Emergency Operations Plan has reviewed and approved the updated plan and recommends adoption by the City Commission.
Recommended Action
Adopt Resolution No. 7082, adopting the Douglas County, Kansas Emergency Operations Plan.
