RE:	Agenda Item – Execute Engineering Services Agreement for Project UT1419 8^th Street Waterline Replacement, Indiana to Kentucky

Background

Within the proposed project limits staff previously identified the need for the replacement of several inoperable large valves; 1 each 20” valve at 8^th and Kentucky, and 4 each 14” valves and 8^th and Tennessee. Staff was in the process of assembling plans and specifications to bid out these replacements. Through the review process for the Large Valve Replacement project, it was noted by Public Works that they were going to reconstruct 8^th Street from Kentucky to Tennessee. After receiving the comments from Public Works, Utility Staff evaluated the existing infrastructure surrounding the street reconstruction project and identified the need to replace the existing 14” Ductile Iron Waterline under 8^th Street from Kentucky to Indiana including the previously identified large valves. The replacement of this line would mitigate the risk of removing the newly constructed street due to a waterline failure and would also connect the newer lines at both ends removing the entire stretch of century old waterline within the project limits.

Project Status

As stated above, the proposed project includes the replacement of approximately 1,400 feet of 14” Ductile Iron Waterline under 8^th Street from Kentucky to Indiana, as shown on the attached map. Upon execution of the Engineering Services Agreement design will commence. It is anticipated that construction will last approximately 4 months and will be completed by May of 2015, in advance of Public Works reconstruction of 8^th Street.

Staff has negotiated an additional Engineering Service Agreement with Professional Engineering Consultants (PEC) for the 8^th Street Waterline Replacement project, UT1419, in accordance with the originally stated intent to continue with PEC as the design consultant for watermain replacement work based on satisfactory performance. The proposed scope of services and fee for the design of 8^th Street Waterline Replacement, project UT1419, in the amount of $42,406.00 is commensurate and appropriate for the project. The fee includes basic A/E design as well as non-basic A/E services related to geotechnical sub-consultant coordination, permitting, and advertising and bidding.

The table below reflects the proposed fee components in relation to preliminary construction cost estimate.

The basic A/E design phase ESA amount as a percentage of estimated construction cost of 9.5% is per the recommended amount in the design fee guideline adopted by the City of Lawrence on January 11, 2011. Additional non-basic A/E services for the project as a percentage of the estimated construction cost of 1.5% are commensurate and appropriate for the project based on historical project costs.

Project Funding

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for watermain replacement for the 2013-2017 period.

Action

Authorize the City Manager to Execute the Engineering Services Agreement with Professional Engineering Consultants in the amount of $42,406.00 for Project UT1419 8^th Street Waterline Replacement, Indiana to Kentucky.
