RE:

9th Street Reconstruction – ArtPlace Grant

Background

The Lawrence Arts Center has received a grant for $500,000 from ArtPlace.  The grant is for the incorporation of art into the design of the reconstruction of 9th Street, from Delaware to Massachusetts Street.

The project would bring together an artistic vision into the reconstruction of 9th Street with complete street values.

Project

The project will include multimodal attributes including improved sidewalks, bike lane, lighting, and an artistic street scope along 9th Street, from the Warehouse Arts District west to Downtown Lawrence.

Funding

The Arts Center has received the ArtPlace Grant for $500,000; the remainder of the funding will be paid from the City Capital Improvement Program in 2016.

Schedule

The project schedule would begin with the selection of the Design Team (fall).  Approximately a year of design, including community involvement and coordination with area artists would take place prior to construction.  The project would be planned for the 2016 construction season.

Action

a)    Authorize City Staff to proceed with the implementation of the project and place in the Capital Improvement Plan for construction in 2016.

b)   Authorize Staff to develop a Request for Qualifications for a design team to prepare the project plans, including a community involvement plan and an artistic streetscape.

Respectfully Submitted,

Charles F. Soules, P.E.

Director of Public Works
