Please include the following item on the City Commission agenda for consideration at the July 8th meeting:
The City of Lawrence Parks and Recreation Department requests Commission approval to make changes to add waterproofing the interior of the Sports Pavilion Lawrence.
Project Description
Item #1 – Concrete north, East and Southeast sides of building
The original design of the building called for a 2’-4’ strip of soil or rock between the building and the concrete slab around the outside of the facility. With recent rains, this area is holding water that is seeping under the wall to the inside of the building. Recommend to be concrete and sloped area away from building to prevent any opportunity for water to enter under gym floors.
Add new concrete next to building in between N., E., and SE sides of building and existing paving.
Concrete 4431 sq. ft. @ $3.50 $15,509.37
Sealing 140 In. ft. @ $2.75 $3,137.25
GC margin 5% & OH 5% $1.864.66
Total $20,511.28
Item #2 Flashing from cast in place to tilt wall panel
The original plans for the building called for a grout joint between tilt-up concrete panels and the concrete foundation wall on the South and West sides of the building. With recent rains, water is sheeting down the wall and entering the building at a number of locations at these joints. The recommendation is to add flashing to this joint to make a more water-tight structure.
Flashing from cast in place to tilt panel $17,730.00

Total $19,503.00
Item #3 Stego Vapor barrier in turf area
As we have worked to pull humidity from the building, it is has become apparent that a vapor barrier should be added on top of the soil/gravel under the artificial turf to help control humidity levels in the building. Without the vapor barrier, there would be potential for humidity in the facility to vary within a greater range than is recommended for the wood floors in the Gyms.
Cost of Stego material $5,668.00
Labor to install 21800 sq. @ $.10 $2,180.00
GC margin 5% & OH 5% $ 784.80
Total $8,632.80
Project Funding
Funding is available 2014 Sales Tax Reserve Fund.
Action Request
Authorize the City Manager to pay Gene Fritzel Construction Co., Inc. $48,647.08 to provide requested changes to the above listed areas of Sports Pavilion Lawrence.
