RE:	Capital Budgeting for Improvements to 9^th Street

Background

In order to fund a $3 million complete street re-build of 9^th Street between Massachusetts and Delaware, the City will need to debt finance a substantial portion of the project and use infrastructure sales tax proceeds as well.  Staff recommends that the plan to re-build Queens Road north of 6^th Street be delayed and that funding for major maintenance and traffic calming/control work on Bob Billings Parkway be reduced. 

Two versions (one with 9^th Street and one without 9^th Street) of the Capital Improvement Plan that illustrate these options are attached for your consideration.
