Agenda Item – Award Bid No. B1424 and authorize the City Manager to execute the construction contract for project UT1314, Lawrence Avenue Waterline Replacement.

Background/Project Description

The Lawrence Avenue waterline replacement project, as shown on the attached map, includes the replacement of the existing 1978 12” ductile iron waterline from 31st Street to 27th Street. The project includes the installation of approximately 2,960 lineal feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a single phase and is planned to be completed within 210 calendar days from the date that notice to proceed is issued.

Project History

The Lawrence Avenue waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Lawrence Avenue waterline as the fifth priority for replacement due to the frequency of main breaks. The first two priority projects, 23rd Street (Iowa to Louisiana) and North Iowa Street (Riverridge to Lakeview), are nearing completion of construction. The third priority project, Mississippi Street from 3rd to 9th Streets, is currently under construction. The fourth priority project, Ellis Drive from 19th Street to Engel Road, is being coordinated with the University of Kansas as part of the redevelopment of the Daisy Hill and Stouffer Place housing facilities and is expected to be completed in several phases.
