RE:	Event Permit – 2014 Sandbar Birthday Party (August 8 – 9, 2014)

The Sandbar (17 E. 8^th Street) has requested and an event permit to close the 100 block of E. 8^th Street (see attached map) from 12:00 p.m. on Friday, August 8, to 1:30 a.m. on Sunday, August 10 for the Sandbar Birthday Party. They have also requested an ordinance to allow the sale, possession, and consumption of alcohol within the public right of way. The event would feature live music, food vendor(s), and a beer garden area.

The request to sell, possess, and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was not found to be within 400 feet of a church or school.

Possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached ordinance would temporarily allow the possession and consumption of alcohol on the 100 block of E. 8^th Street during this event.

The applicant has obtained written permission from the adjacent property owners to hold this event over multiple days. (See attached signatures)

In addition, Police, Parks and Recreation, Public Works, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., and the Chamber all have reviewed this permit with no issues.

ACTION

Approve an event permit allowing the closure of the 100 block of E 8^th Street from 12:00 p.m. on Friday, August 8, 2014 to 1:30 a.m. on Sunday, August 10, 2014 for the Sandbar Birthday Party.

Adopt on first reading, Ordinance No. 9015, allowing the sale, possession and consumption of alcohol on the 100 block of E. 8^th Street during the event.
