Project PW1406, Solid Waste Facility on Kresge Road

 

Background

In March 2014, the City of Lawrence acquired the property at 2201 Kresge Road for the purpose of re-locating Solid Waste operations and the Household Hazardous Waste Facility.  The next step for planning the development of the property was to solicit proposals for professional services related to planning development for the facility at 2201 Kresge Road.  The scope of services would include a re-plat of the property, site planning, design and construction documents, facility construction documents, and optional services through the bidding phases.  The RFP was approved by the City Commission on April 15, 2014.  Proposals were due to the Public Works Department on May 16, 2014.

 

Consultant Selection

The City received six (6) submittals for RFP 1407 for the Solid Waste Facility on Kresge Road.  Proposals were evaluated by Charles Soules, Public Works Director, Kathy Richardson, Solid Waste Manager, and Tammy Bennett, Assistant Public Works Director.  Two firms were selected to interview.  Interviews were conducted on June 16, 2014, by Charles Soules, Shiela Stogsdill, Kathy Richardson, and me. 

 

The firms were evaluated on: 

  1. Staff Qualifications / Performance
  2. Planning Organization
  3. Project Knowledge / Familiarity
  4. Initiative (problem-solving, use of abilities)
  5. Dependability
  6. Customer Relations
  7. Cooperativeness (attitude, teamwork, interpersonal relations)
  8. Quality of Work
  9. Communications Skills
  10. Preliminary cost estimates for tasks A - C

 

The selection committee recommends Bartlett & West for this project.

 

Action Request

Authorize staff to negotiate for professional services for the Solid Waste Facility on Kresge Road with Bartlett & West, to include all professional services necessary to re-plat, site plan, provide design and construction documents for infrastructure, facility construction documents, and optional services for bidding assistance.

 

The final contract will return to the City Commission for approval upon successful negotiation.
