Accept KDHE grant for partial funding of HHW facility

 

Background

On April 22, 2014, the City Commission authorized submittal of the City’s Household Hazardous Waste (HHW) grant application for the development and implementation of a new permanent HHW facility for the City of Lawrence and Douglas County. The original memo and grant application considered by the City Commission are attached

 

Project Description

The City of Lawrence requested grant assistance to construct a new Household Hazardous Waste facility at 2201 Kresge Road.  The existing City of Lawrence/Douglas County Household Hazardous Waste (HHW) facility is located at 711 East 23rd Street in conjunction with the Douglas County Public Works Operations Division.  The County is moving their operations and the Household Hazardous Waste Program needs to be relocated.  The preliminary cost estimate for the HHW facility including building costs, asphalt parking lot, and professional services is $589,116.  This does not include site improvements such as utility extensions. 

 

Grant Award

The State had total grant funds available statewide of $200,000.  The Kansas Department of Health and Environment awarded up to $140,000 of those grant funds to the Lawrence project.  The rest of the funding for the HHW facility will come from Solid Waste Division funds, or those set aside by Solid Waste for capital and equipment needs.

 

Action

Authorize the City Manager to sign the Solid Waste Management Household Hazardous Waste Grant Contract for state fiscal year 2015.
