PW1424 – Emergency Street Reconstruction – 12th Street, Louisiana to Ohio |
On June 24, 2014 a city water main failure occurred and resulted in severe damage to the 12th Street and the intersections of 12th Street and Louisiana and Ohio (see photos). Due to the extent of the damage we are recommending that the street be reconstructed from intersection to intersection along 12th Street. Repairs would not be sufficient to restore the street and ultimately would result in an increase cost and additional unplanned inconvenience to traffic in and around campus. This is also a City/KU bus route and requires the ability to carry those traffic loads.
We have coordinated work with the Utility Department to avoid underground infrastructure that would need to be replaced in the near future. The have indicated that all utilities in the area of this project are in good condition and not in need of replacement. We are currently evaluating the storm sewer along 12th Street to determine if it needs to be replaced during the reconstruction.
Scope
We would remove the entire pavement, including the brick pavers under the existing asphalt overlay. The bricks would be salvaged for future brick street projects. The new roadway would be 8” of compacted AB-3 rock with 8”- 10” of concrete pavement. This is our standard detail for mainline paving. At that same time of construction we would repair any storm sewer pipe and inlets along this route. In addition, we will add a catch basin in the intersection of 12th and Louisiana to catch water from the water tanks to the south. Currently, when the water tanks need to be drained the water sheet flows over the street and private property. This inlet would catch that water eliminating that issue. This inlet will work with either configuration of the proposed new water tank locations. Curbs on the north side of 12th Street are typically stone curbs. They would be removed, salvaged, and replaced with typical concrete curb section. The curbs on the south side of 12th Street are concrete. An attempt will be made to salvage as much of those curbs as possible. New ADA handicap ramps would be constructed where needed (see map).
Timeline
This roadway is a critical route to campus. It is part of the City/KU bus route. Currently 12th Street is closed due to its condition and will need to remain closed until reconstruction is completed. We are hoping to start the reconstruction immediately after commission approval on Wednesday, July 2, 2014.
Cost
We are also requesting to utilize the current contractor that was awarded our 2014 concrete rehabilitation and mill and overlay project for this work. This would be a change order to that project using awarded bid pricing for the work. The contractor (Sunflower Paving and R. D. Johnson) have both agreed to add this work to their project.
Funding
Funding for this project would be shared between the Utilities and Public Works Departments.
Action
Authorize an emergency reconstruction of 12th Street between Louisiana and Ohio to include both those intersections.
Approve a change order to project PW1403 not to exceed, the amount of $350,000.
