Please include the following item on the City Commission Consent Agenda for consideration at the June 24, 2014 meeting.

 

Project Description

The pavement on Wakarusa has been failing for several years.  The pavement has significant deterioration, rutting, cracking and base/subgrade failure.  As the road is reconstructed, staff looks at complete streets and future needs for all modes of transportation including motor vehicles (cars and trucks), emergency service vehicles, buses, pedestrians and cyclists.  The construction of a roundabout at Wakarusa and Inverness will provide a safe intersection and accomplish the City complete street goals.

 

The improvements on Wakarusa include:

-       Total pavement removal and reconstruction with a ten inch concrete pavement

-       Two lanes in each direction (north and south) and a center turn lane

-       Bike lanes in both directions

-       Sidewalks on both sides

-       Intersection control at Wakarusa/Inverness in terms of a roundabout:

-       15 feet lanes in roundabout

-       12 feet truck apron

-       Splitter islands on all four quadrants for pedestrians to safely cross

-       Bike lanes on Wakarusa will end at the entrance to the roundabout. Cyclists should either “take the lane” and navigate through the roundabout similar to a motor vehicle or exit the road onto an 8’ sidewalk and cross the intersecting street

-       Traffic will be carried through the project at least one lane in each direction on Wakarusa. 

 

The project will be constructed in two phases.  Wakarusa will maintain one lane of traffic in each direction through the duration of the project.  During the first phase, the eastern half of Wakarusa will be reconstructed while traffic is moved to the western half.  During this time Inverness Drive at Wakarusa is scheduled to be closed.  Phase one will be complete in mid- September.

During the second phase of the project, the western half of Wakarusa will be reconstructed while traffic is moved to the eastern half.  During this time Legends Drive at Wakarusa is scheduled to be closed.  The project will be completed by late November.

 

Property acquisition is needed from four properties at the intersection of Inverness & Wakarusa.  Following is the status of negotiations:

Tract   1  Finalized agreement

Tract   2  Verbal agreement / documents pending signature

Tract   3  Discussions continue with one property owner

Tract 4 Discussions will continue however staff is recommending to initiate the condemnation process.  A review appraisal is being completed.

 

The condemnation process has started and could take until August.  Negotiations will continue to work towards an agreement.  A review appraisal has been completed.  The Commission has adopted Resolution No. 7074 and Ordinance No. 9000 authorizing the use of the City's eminent domain authority.  Providing the condemnation process can be completed by the middle of August, it should not have an effect on the construction schedule.

 

Project Funding

The project is in the 2014 budget, and is being funded with infrastructure sales tax.

Anticipated Start Date: Early July 2014

Project Completion Date: November 22, 2014

 

Bid Evaluation / Recommendation

Staff has evaluated all bid proposals to check for accuracy, completeness and other applicable criteria. As shown in the summary table, the bid proposal from R.D. Johnson Excavating Co., Inc. offers the lowest and best total bid price for this project. Staff recommends “Award of City Bid No. B1439” to R.D. Johnson Excavating Co., Inc.
