June 24, 2013 Agenda Item

Maple Street Pump Station, 6th & Maple Street, Project No. PW1133

Union Pacific Railroad - License Fee

Please include the following item on the City Commission agenda for consideration at the June 24, 2014 meeting.

Background

The North Lawrence Drainage Study (NLDS) was received by the Lawrence City Commission in January 2006.  Upgrading the pump station on Maple Street in North Lawrence was one of the recommendations of the NLDS.  It also detailed the upgrading of the storm sewer infrastructure both up and downstream of the pump station.  In November 2008 the community overwhelmingly supported a 0.3% sales tax for infrastructure improvements.  The City began collecting sales tax funds in April 2009.  The Maple Street Pump Station was specifically designated to use this revenue source.  The design team of Bartlett & West Engineers & CDM Smith was chosen for engineering services.  The engineering drawings for the project have been completed and have been submitted to the U.S. Army Corps of Engineers for final review.

Project Description

The existing pump station is a converted sanitary sewer lift station with a maximum pumping capacity of approximately 38 cfs (cubic feet per second) and is undersized for the amount of stormwater it handles during rain events.  The area designated as "System 6", in the NLDS, contains roughly 192 acres and experiences localized flooding during significant rainfall events (see Attachment A).  The parcels to construct both the pump station and the wet well have already been acquired (see Attachment B). Once stormwater has been collected at the pump station location it will then be pumped underneath the railroad tracks and into a junction box just north of Locust Street.  From there it will drain by gravity in a new 66" diameter reinforced concrete pipe to the Kansas River.  A onetime license fee of $6,000 is required in order to pass underneath Union Pacific Railroad Tracks.

Project Funding

This project is being funding with the previously mentioned Infrastructure Sales Tax Revenue. The NLDS estimated the construction cost for this project at $4.279 million.  The U.S. Army Corps of Engineers review is expected to be completed by the end of June which would constitute a bid date for late July, 2014.

Action

If appropriate, public works staff requests approval from the City Commission to authorize the City Manager to sign the Railroad license agreement.
