RE:

Agenda Items 6/17/2014: Traffic Safety Commission, Traffic Calming on Trail Road between Eldridge Street and Folks Road

Background

At the May 5 Traffic Safety Commission meeting, the Commission heard a request for TRAFFIC CALMING on Trail Road between Eldridge Street and Folks Road. Trail Road is classified as a “collector” street and is paved approximately 26 feet wide. The posted speed limit on Trail Road is 30mph. Traffic data obtained March 31-April 1 found 1675 vehicles in a 24-hour period and an 85th percentile speed of approximately 38.25mph. The City’s Policy permits Traffic Calming on a “collector” street if the 24-hour 2-way traffic volume exceeds 3000 or if the 85th percentile speed is 5mph or greater over the speed limit.

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, four (4) residents addressed the Commission, all in support of the request, noting that this is a route to Free State High School and the high speed of traffic in a residential area. The Commission recommended on a vote of 5-0 to recommend traffic calming on Trail Road between Eldridge Street and Folks Road.

Funding

Although no funding is currently available for traffic calming, this project will be prioritized and added to the list of approved projects until funding is available.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission.
