Agenda Item – Accept proposal from RD Johnson Excavating for the lime lagoon cleaning, removal, and beneficial reuse of the lime residuals and authorize the City Manager to enter into an agreement not to exceed $100,000 with an option to extend for four (4) additional years at both parties consent to allow for inflationary increases. |
Background/Project Description
The City of Lawrence Kaw Water and Clinton Reservoir Water Treatment Plants pump their spent lime into lagoon facilities for storage. The RFP is for the emptying of a lagoon, transportation and beneficial reuse of a liquid to semi-solid lime residual. The proposal should be for the removal of approximately 8,000 cubic yards of lime at a range of 30 – 70% total solids.
In the past, the lime has been beneficially reused in two ways: 1) Applied to farmland to raise the pH of the agricultural land, and 2) the spent lime was mixed with soil to be used around construction sites. All activities must be conducted in a manner which meets all existing regulations and requirements and shall not negatively affect the City’s public relationships with area farms.
Project/Purchase Status
Request for proposals were received and reviewed. RD Johnson Excavating met the specifications and utilized methods to meet the proposal description. They were also the lowest in cost.
RD Johnson Excavating |
$ 7.50 per dry ton |
Nutri-Ject Systems, Inc. |
$62.80 per dry ton |
In no event shall the project exceed the $100,000 budget established. The agreement has an option to extend for four (4) additional years upon written mutual agreement, and the consent of the City Commission. If the Agreement is extended, the compensation may be adjusted to account for inflation.
Project Funding
The project will be funded from the Department of Utilities Operations & Maintenance Budget.
