Agenda Item – Award Bid for Bid No. 1421 Project UT1210CS Bob Billings Parkway East of K-10 Highway Sanitary Sewer and Waterline Improvements Contracts 1 and 2

 

Background

KDOT has bid the construction of an interchange at the intersection of Highway K-10 and Bob Billings Parkway for construction.  This project was bid on May 21, 2014 and construction will be complete in early 2016.  Review of the project’s field check plans showed that portions of the existing sanitary system and watermain required relocation.  To accommodate the interchange construction, the Department of Utilities staff coordinated with KDOT and Landplan Engineering for the sanitary sewer and watermain relocations required for this construction. 

 

Bob Billings Parkway – Sanitary Sewer Relocations (Contract 1)

Relocation of approximately 1,100 linear feet of 12” diameter sanitary sewer interceptors in the area of Bob Billings Parkway as shown on the attached map. The existing sanitary sewer in this area is in conflict with the new Bob Billings Parkway Interchange.

 

Bob Billings Parkway – Watermain Relocations (Contract 2)

Relocation of 425 linear feet of 12” waterline north of Bob Billings Parkway, as shown on the attached map.  The existing waterline in this area is in conflict with the new right-turn lane from Bob Billings Parkway onto Langston Way.

 

Project Status

On October 15, 2013 the City Commission authorized execution of the engineering services agreement with Landplan Engineering for the project.

 

On April 1, 2014 the City Commission set a bid date of April 29, 2014 for the projects.

 

On April 29, 2014, bids were received from the following four (4) bidders.  The bids were opened and publicly read aloud.

Landplan Engineering has reviewed the bids and qualifications of King’s Construction Company and recommends awarding the bid to the low bidder Kings Construction Company, Inc. per the attached letter.

Project Funding

KDOT will be reimbursing all costs associated with the sanitary sewer relocation for Bob Billings Parkway.  Langston Heights Development, LLC will be reimbursing $60,000 of the costs associated with the watermain relocations for Bob Billings Parkway.  The City will be paying for $18,690.00 of the remaining waterline costs for construction, inspection and engineering.  Funding for this project will be from the Department of Utilities non-bonded construction fund.

 

Staff Recommendation

Department staff recommends awarding the bid to Kings Construction Company, Inc.

 

Action

Award Bid for Bid No. 1421 Project UT1210CS Bob Billings Parkway East of K-10 Highway Sanitary Sewer and Waterline Improvements Project Contracts 1 and 2 to the low bidder Kings Construction Company, Inc. in the amount of $220,000 and authorize the City Manager to execute the construction contract.
