RE:	Purchase of carts for curbside recycling

Please place on June 3, 2014 City Commission consent agenda:

Approve purchase of roll-out carts for the residential curbside recycling program in the amount of $1,262,344.80 to Rehrig Pacific Company, utilizing multi-year bid B#1243, originally approved August 14, 2012.

Background

Residential curbside recycling will begin in Lawrence on October 21, 2014. In 2012, the City of Lawrence implemented the requirement for roll-out carts for trash service. At the time trash carts were bid, the bid document was written to request a one year contract with four one year extensions. Contract adjustments each year are based strictly on the current resin price and the weight of each container size.

The original cart bid was planned as a multi-year bid in anticipation of the curbside recycling program to help achieve cart conformity. Cart conformity helps field operations by allowing cart tippers and automated arms to be adjusted for the specific carts, which minimizes drops.

Cart deployment

The bid includes assembly and delivery (A&D) services in order to get carts on the ground in a timely manner. A&D crews will deliver 95 gallon recycling carts to residential customers who have trash carts. The City container maintenance staff will be used to switch out sizes, when that is necessary. Carts will be in place by October 17^th, 2014.

Summary of purchase components

The carts will be the same model and specifications as the trash carts. Each cart will include an in-mold label on the lid to indicate acceptable and unacceptable materials.
