Project Description

The City has recently purchased two (2) properties, located near the site of the Wakarusa Wastewater Treatment Plant to provide additional buffer around the facility. The properties have two (2) houses and a total of four (4) garages/shops. Residences are not allowed within 1000 feet of the wastewater treatment plant. Therefore, we are required to remove them. Prior to demolition, the Utilities Department has worked with the City’s Historic Resources Administrator to determine the historical value. Although both houses are very old, the structures have been modified enough to not retain any historical value. However, she suggested a historical marker may be appropriate to identify the location, if the use of the property allows. Also prior to the demolition, the Lawrence Police Department plans to use the structures for tactical training on June 11. Police representatives have been working with Utilities staff for access to plan the training.

 

Project Details

To identify any hazardous materials, the Utilities Department hired a consultant to conduct environmental inspections. Results of those inspections indicate that one house has asbestos siding which will require special disposal. The selected contractor will be required to verify that this material was taken to an acceptable landfill. Demolition of all structures and leveling of the surface is planned for late June or early July. This includes filling of two wells and septic tanks in compliance with Health Department requirements. The contractor will be responsible for all demolition work, disposal of all materials to meet requirements, providing fill to bring the area to grade, and leveling of the area to meet the floodway requirements.

 

Project Funding

The project will be funded with bonded funds as part of the requirements for the UT1304 Wakarusa Wastewater Treatment Plant.
