May 27, 2014 Agenda Item – Adopt Resolution No. 7075, authorizing the use of the City’s eminent domain authority and the making of a survey to obtain required easements for the construction of sanitary sewer relocations for the South Lawrence Trafficway.

 

Background

The South Lawrence Trafficway is currently under construction by Emery Sapp & Sons the general contractor for the Kansas Department of Transportation.

 

Required watermain and sanitary sewer relocations in the area of 31st and Haskell were designed and bid as part of the KDOT SLT project due to the required construction sequencing in this area. The construction of these relocations will be paid for by the Department of Utilities.

 

The sanitary sewer and watermain relocations in the area of 31st and Louisiana have been included into the KDOT Project No. K-8392-04 South Lawrence Trafficway plans by the execution of the City – State Supplemental Agreement No. 1.  City Commission approved the execution of the City – State Supplemental Agreement No. 1 with KDOT during the March 25, 2014 City Commission meeting. The construction of these relocations will be paid for by the City.

 

SLT – Sanitary Sewer Relocations (Contract 1)

Relocation of approximately 3,200 linear feet of 24” diameter sanitary sewer interceptor south of 31st street.  The existing sanitary sewer in this area is in conflict with the South Lawrence Trafficway.

 

 

 

 

SLT – Sanitary Sewer Siphon and Waterline Extension (Contract 2)

Relocation of approximately 3,500 linear feet of 12” waterline, 850 linear feet of sanitary sewer, and the construction of a sanitary siphon that crosses Relocated 31st street west of  North Louisiana.

 

Project Status

Emery Sapp is currently constructing the 24” sanitary sewer Contract 1 relocations located southwest of 31st and Louisiana.  The sanitary sewer siphon Contract 2 construction will begin in July, 2014, which is dependent upon the construction and removal of a Southern Star gas line located in the area of 31st and Louisiana. 

 

Easement Acquisition

The easement shown on the attached map, is required to construct the Contract 2 sanitary sewer siphon as well as encompass the existing 24” sanitary sewer that was installed in 1966.  Negotiations are ongoing with the property owners; however, to keep the project construction on schedule, staff is recommending initiation of eminent domain proceedings to ensure a timely acquisition. 

 

Action

Adopt Resolution No. 7075, authorizing the use of the City’s eminent domain authority and the making of a survey to obtain required easements for the construction of sanitary sewer relocations for the South Lawrence Trafficway.
