May 20, 2014 Agenda Item – Set a bid date for Bid No. B1424, project UT1314 - Lawrence Avenue Waterline Replacement.

 

Project Description:

The Lawrence Avenue waterline replacement project, as shown on the attached map, includes the replacement of the existing 1978 12” ductile iron waterline from 31st Street to 27th Street. The project includes the installation approximately 2,960 lineal feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a single phase and is planned to be completed within 210 calendar days from the date that notice to proceed is issued.

 

Project History:

The Lawrence Avenue waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Lawrence Avenue waterline as the fifth priority for replacement due to the frequency of main breaks. The first two priority projects, 23rd Street (Iowa to Louisiana) and North Iowa Street (Riverridge to Lakeview), are currently under construction. The third priority project, Mississippi Street from 3rd to 9th Streets, will begin construction in early June 2014. The fourth priority project, Ellis Drive from 19th Street to Engel Road, is being coordinated with the University of Kansas as part of the redevelopment of the Daisy Hill and Stouffer Place housing facilities and is expected to be completed in several phases.

 

Project Details:

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday May 21, 2014.

 

A public meeting will be held with affected residents, tenants, and business owners prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the neighborhood.

 

The waterline replacement project will require temporary traffic restrictions at various locations along the project length to accommodate construction equipment and ensure a safe working environment for the contractor and the traveling public. No significant traffic impacts are planned or anticipated for the project.

 

Project Funding:

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.

Action Request:

Set a bid date of June 10, 2014 for Bid No. B1424, project UT1314 Lawrence Avenue Waterline Replacement.
