Background/Project Description

The 2012 Wastewater Utilities Master Plan and Capital Improvements Program recommend the construction of the Wakarusa Wastewater Treatment Plant (WWTP) and Conveyance Corridor facilities to be online in 2018.  These improvements are required to mitigate wet weather surcharging of sanitary sewers along the 31st Street Corridor, provide for relief of wet weather overloading at the existing WWTP, and provide additional organic treatment capacity to provide for future growth of the community.

 

The Conveyance Corridor improvements include a pump station facility in the area of 31st and Louisiana and required force mains and gravity sewers to convey sewerage to and from this point to the Wakarusa WWTP.

 

Project Status

March 12, 2013 – City Commission authorized staff to advertise a Request for Proposals for Engineering Services for the Wakarusa Wastewater Treatment Plant and Conveyance Corridor Facilities. 

 

July 23, 2013 – City Commission authorized execution of the engineering services agreement with Black & Veatch Corporation for initial design services.

 

October 22, 2013 – City Commission authorized execution of Supplement No. 1 with Black & Veatch for preliminary design of the Wakarusa WWTP and Pump Station No. 10 as well as final design of the force mains, roads adjacent to the WWTP, and WWTP site fill.

 

January 7, 2014 – City Commission authorized execution of an agreement with Baker University for easements related to the Wakarusa Wastewater Treatment Plant and Conveyance Corridor Facilities. 

 

March 4, 2014 – City Commission acknowledged the final plat for Pump Station No. 10. 

 

March 11, 2014 – City Commission accepted dedication and vacation of easements and rights-of-way associated with the final plat for the Wakarusa Wastewater Treatment Plant Addition.

 

March 24, 2014 – City Manager executed Supplement No. 2 with Black & Veatch for a facility space needs analysis.

 

April 8, 2014 – City Commission awarded UT1304 Contract 1 Wakarusa Conveyance, Haskell Avenue Casing Pipe to Emery Sapp & Sons, Inc. in the amount of $88,600.

 

April 8, 2014 – City Commission authorized execution of Supplement No. 3 with Black & Veatch for additional preliminary design tasks and detailed design of the Baker Wetlands enhancements.

 

April 22, 2014 – City Commission authorized execution of Supplement No. 4 with Black & Veatch for detailed final design and bidding of the Wakarusa WWTP, Pump Station No. 10, and Kansas River WWTP Lab Improvements as well as construction phase services for the force mains, roads adjacent to the Wakarusa WWTP, and Wakarusa WWTP site fill.

 

Project Details

Project UT1304 consists of multiple design and construction contracts.  Detailed final design on the force mains, roads adjacent to the Wakarusa WWTP, and Wakarusa WWTP site fill has progressed to the point of requesting bid dates and has been divided into the two construction contracts described below.

 

UT1304 Contract 2A includes installation of 16” and 24” force mains from 31st & Louisiana to the Wakarusa WWTP site as well as air/vacuum valve structures, fiber optic conduit, Naismith Channel Pedestrian Bridge, and Baker Wetlands Trail Segment A as shown on the attached map.

 

UT1304 Contract 3 (PW1405) includes road improvements for E1600 Rd (O’Connell Rd) and N1175 Rd (41st Street) to provide access to the Wakarusa WWTP.  E1600 Rd will be the primary access to the site from N1100 Rd.  It will be improved to an Alternative City Street Construction Standard designed to accommodate the anticipated truck traffic during construction and operation of the WWTP.  The alternative street standard allows for the use of an open ditch vs. a curb and gutter road section.  Construction of the pavement section will be phased such that a base section with a chip & seal surface is built to handle construction traffic.  A final asphalt or concrete surface will be added to E1600 Rd upon completion of the WWTP construction.  N1175 Rd will be the secondary access to the site and will be improved to a gravel road with a chip & seal surface.  Improvements include relocations of the RWD4 and Baldwin waterlines along E1600 Rd south of the metering station.  Contract 3 also includes placement of fill at the Wakarusa WWTP site to allow for consolidation to take place prior to facility construction beginning in 2015.

UT1304 Contract 2A Construction: August 2014 – May 2015

 

Attached is an updated list of anticipated milestones for the UT1304 project.  Tentative dates for City Commission agenda items are shown for the numerous design and construction contracts associated with this project.

 

Right of Way and Easement Acquisition

Various property interests (right-of-way, waterline and general utility easements, and temporary construction easements) are needed along E1600 Rd and N1175 Rd to construct the improvements.  Appraisals were conducted by Aul Appraisals and offer letters were sent to property owners in March.  A majority of the property interests have been acquired as shown on the attached map.  Negotiations are ongoing with the remaining two property owners; however, to keep the project on schedule, staff is recommending initiation of eminent domain proceedings to ensure timely acquisition. Resolution No. 7073 is attached.  Staff will continue to negotiate acquisition of the required property interests and is hopeful that filing of an action in Douglas County District Court will not be necessary.  Construction phasing can be accomplished to proceed with bidding of the UT1304 Contract 3 (PW1405) project prior to acquisition from the remaining two property owners located on the east side of E1600 Rd and within 1000 feet from the intersection of E1600 Rd and N1100 Rd.

                                                                          

Project Funding

The project is included in the Department of Utilities Rate Plan and Capital Improvement Program.

 

Action

Set a bid date of June 24, 2014 for Bid Number B1435, Project UT1304 Contract 3 (PW1405) Wakarusa WWTP Site Fill and E1600/N1175 Road Improvements.

 

Set a bid date of July 22, 2014 for Bid Number B1434, Project UT1304 Contract 2A Pump Station 10 Force Mains.

 

Adopt Resolution No. 7073, authorizing the use of the City’s eminent domain authority and the making of a survey to obtain required right-of-way and easements for the improvement of E1600 Rd.
