May 13, 2014 Agenda Item – Award Bid No. B1412 and authorize the City Manager to execute the construction contract for project UT1313, Mississippi Street Waterline Replacement.

 

Background/Project Description

The Mississippi Street waterline replacement project, as shown on the attached map, includes the replacement of the existing 1916 8” cast iron waterline from 3rd Street to 9th Street. The project includes the installation approximately 4,200 lineal feet of 8” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement and disturbance of existing surface features. The project will be completed in a two phases, the first from 5th to 7th Street to complete construction along the frontage of Pinckney Elementary School prior to the start of the 2014 fall semester, and then from 3rd to 5th and 7th to 9th. The project will be completed within 240 calendar days from the date that notice to proceed is issued.

 

Project History

The Mississippi Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Mississippi Street waterline as the third priority for replacement due to the age (1916 cast iron) and low serviceability as there are minimal in line valves that can be used to maintain water service during repairs. The first two priority projects, 23rd Street (Iowa to Louisiana) and North Iowa Street (Riverridge to Lakeview), are currently under construction.

 

Project Details

Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on April 09, 2014. Bids were opened on April 29, 2014 and the bids listed below read publicly aloud.

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction LLC, and, per the attached letter and bid tabulation, recommend awarding the bid to Banks Construction LLC.

 

Particular scrutiny was given to the review of the project schedule as Banks Construction is currently installing the waterline along 23rd Street from Alabama Street to Louisiana Street and has experienced delays due to the damage of unmarked AT&T facilities at the intersection of 23rd Street and Louisiana Street. Banks Construction provided a project schedule, referenced in the recommendation letter from Professional Engineering Consultants, for the Mississippi Street waterline replacement that shows completion of the initial phase from 5th to 7th Street prior to the August 13, 2014 start date for USD497.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1412 to Banks Construction LLC in the amount of $763,231.00 and authorize the City Manager to execute the construction contract for project UT1313, Mississippi Street Waterline Replacement.
