On April 29, 2014, the City of Lawrence opened proposals for Project No. PW1338 - Yankee Tank Estates, Phase 1 - Street, Storm Sewer, and Waterline Improvements (BD), City Bid No. B1423 (see attached bid tab).

Background

In 2009, the Wesleyan Church acquired an approximately 33 acre tract of property located in the SE quarter of the Kasold Drive and 31st Street curve area.  The property was annexed into the City and zoned.  The Wesleyan Church desires to construct a new facility and would like to sell a portion of the property for residential development.

 

In March 2013, the developer, Grand LLC, and the Church requested the City Commissions’ consideration of the development of a Benefit District for the streets and watermains.

 

Benefit District

On February 11, 2014 the City Commission adopted Resolution No. 7059 authorizing the project to proceed.

 

The benefit district includes all property in the Yankee Tank Estates Plat (see attached map).  The improvements include the construction of Atchison Avenue and 32nd Street, improvements to E 1200 Road (Kasold Extended) and watermain extension. 

 

The apportionment of cost is 100% being paid by the Benefit District and 0% by the City.  The maximum assessment Ordinance No. 8976 adopted as presented at the April 8, 2014 City Commission meeting was in the amount of $689,200.

 

Action

Award City Bid No. B1423, Project No. PW1338 – Yankee Tank Estates, Phase 1 - Street, Storm Sewer, and Waterline Improvements (BD) to RD Johnson Excavating Co., Inc. in the total amount of $553,554.80.
