Project Description
Vermont Street from 21st Street to 22nd Street is currently a brick street in poor condition with a PCI rating of 13 (out of 100). This project proposes a complete reconstruction of this brick street. The project includes the removal of the existing brick pavement surface, a flyash treated subgrade, seven inches of asphalt, one inch of sand, and new brick pavers designed to match existing brick pavers used on City of Lawrence streets. The existing brick pavers have deteriorated past the condition where they would be able to be reused. The project is located outside of the city's historical environs. The project includes a traffic calming semi-diverter on the north end of the intersection of 23rd Street and Vermont Street that was recommended for approval by the Traffic Safety Commission on November 4, 2013. The semi-diverter would restrict vehicles traveling on 23rd Street from traveling onto Vermont Street and would resemble the semi-diverters located at 6th Street and Schwarz Road and 7th Street and Rhode Island. The traffic diverter has also been coordinated with the residents in the area and they have approved.
Project Funding
The project is in the 2014 budget, and is being funded with street maintenance funds from the General Fund.

Project Completion Date: August 8, 2014
Access will be restricted to residents in the 2100 block of Vermont Street through the duration of this project. On street parking will be available on nearby streets. This item has been discussed with residents at a public meeting held at 22nd Street and Vermont Street on September 24, 2013 and at an open house held at city hall on February 27, 2014.
Bid Evaluation/Recommendation
Staff has evaluated all bid proposals to check for accuracy, completeness and other applicable criteria. As shown in the summary table, the bid proposal from R.D. Johnson Excavating Co., Inc. offers the lowest and best total bid price for this project. Staff recommends awarding City Bid No. B1427 to R.D. Johnson Excavating Co., Inc.
