Background

The originally awarded contract covered the following water and wastewater facility major electrical and mechanical improvements from the Department of Utilities 2012 – 2015 Capital Improvements Plan.

 

Kaw Water Treatment Plant Low Service Pump Station 2 Improvements

Structural repairs to the concrete operating floor, replacement of deteriorated raw water discharge pipe joint restraints, and replacement of deteriorated and inadequate traveling screen wash water and pump seal water supply piping.

 

Clinton Water Treatment Plant 42” Filter Influent Pipe and Coupling Repair, and Master Backwash Valve Replacement

During the expansion of the Clinton Water Treatment Plant the interior of the 42” diameter filter influent pipe from the south basin train was found to be severely deteriorated at a chlorine feed point. Deterioration was also found at several downstream pipe joints. The corrective work was originally scheduled to be completed during the expansion however; water production needs required the plant to be put back in service prior to completing the work.

 

The Clinton WTP master backwash valve controls the flow of backwash water used to clean the filters. The valve modulates flow rate to ensure a complete backwash without upset of the filter media layers. The valves operation has become erratic and it often does not completely shut off flow. Maintenance staff have the valve and operator on hand and the project will provide for installation and startup of the valve and operator.

 

Kaw Water Treatment Plant Electrical Distribution Consolidation and Backup Generator Connection

The project completed the removal of the decommissioned 1975 incoming power substation and switchgear, the installation of a new transfer switch, generator connection, generator parking pad and the relocation of the existing generator. The 1975 equipment had exceeded its useful life and the switchgear had failed. Westar has removed their feed and transformers to this location. The Kaw WTP’s primary electrical feed will remain through the second Westar substation, transformer and switchgear which were upgraded in 2002.

 

The plant’s electrical distribution system was disjoint and the location of the existing generator did not allow it to feed all potential treatment and building power demands. With this project all potential treatment and other building systems were tied to the generator. The current generator is not large enough to power the entire plant demand, but the new generator connection and transfer switch are sized to accommodate a larger generator in the future. In addition a number of previously abandoned electrical distribution circuits and breakers were removed as safety measure.

 

Clinton Water Treatment Plant Motor Control Center Replacement, High Service Pump CS3 Variable Frequency Drive Replacement and Generator Connection Construction (Electrical)

Motor Control Centers 1 - 5, (MCC) located at the Clinton Water Treatment Plant, are over thirty years old and replacement parts for the MCC’s are no longer available. The Motor Control Center is essential, as it receives the incoming electrical feed and distributes 480 Volt AC power to the major components in the plant including Pumping and Chemical Feeds. The inability to obtain repair and replacement parts results in any failure of the MCC leaving a portion of the facility inoperable.

 

High Service Pump CS3’s variable frequency drive had reached the end of its expected service life and was scheduled for replacement. Variable Frequency Drives allow the motor speed to vary in response to load or need. Variable Frequency Drives are more efficient, provide more control and create less wear and tear on motors and pumps than traditional constant speed motor controls and starters.

 

The project also included the construction of a dedicated emergency generator connection at the plant’s incoming power distribution system.

 

Clinton Water Treatment Plant Raw Water Transmission Main Repairs and Magnetic Flow Meter Replacement (Mechanical)

This work included the replacement of approximately 42 feet of existing 35 year old, 36” diameter steel raw water transmission main which runs suspended through the carbon feed building approximately 20 ft above the floor. Over the winter the pipe joints at the walls of the building began to leak to due to corrosion and deterioration of the pipe and fittings. A manway and electrically insulated flange was also installed on the pipe at a location near the raw water pump station adjacent to the Clinton Reservoir dam. The manway will provide access for inspections of the transmission main and the electrically insulated flange is required to properly separate the existing concrete pipe from the adjoining welded steel pipe.

 

During the replacement of the pipe the existing influent magnetic flow meter was also replaced. This meter was also 35 years old and measures the flow of all raw water entering the plant.

 

Project Status

During the July 2, 2013 meeting the City Commission awarded the construction contract to Garney Companies, Inc. in the amount of $1,115,000.00. The work is substantially complete and Garney is working to correct various punchlist items.

By Change Order 2 the contract times related to Milestone 3 are extended by 14 calendar days extending Substantial Completion from April 1, 2014 to April 15, 2014, and Final Completion from May 1, 2014 to May 15, 2014.

Change Orders to date represent an increase of 4.7% of the original contract amount.

 

Supplemental Agreement No.2 with Black & Veatch in the amount of $31,494.00 increases the scope of work to include proposal preparation for the gas mixing repairs at Digester 1; design of the replacement of the 36” raw water transmission main steel piping and installation of the flow meter in the carbon building; design of the installation of the tee and insulating flange on the 36” raw water transmission main; compaction testing related to the backfill of the 36” raw water transmission main; preparation of the a proposal request for the repairs to the concrete launder supports in the train 1 secondary basin; design of a new 10 mgd pump and VFD installation at the Clinton Raw Water Pump Station; credit in amount of $14,143.00 toward the rework of the generator pad due a design error.

Project Funding

The Clinton MCC Replacement is funded from the Department of Utilities Bonded Construction fund per Resolution 6898. The remaining projects are funded from the Department of Utilities Non-bonded Construction Fund.

 

Action

Authorize the City Manager to execute Change Order No.2 to the existing Construction Contract with Garney Companies, Inc. for Projects UT1201 – 2012 to 2015 Electrical Improvements Program and UT1202 - 2012 Mechanical Improvements Program Contract 2 increasing the contract amount by $45,501.00 and extending Milestone 3 by 14 calendar days.

Authorize the City Manager to Execute Supplemental Agreement No.2 in the amount of $31,494.00 to the Engineering Services Agreement with Black & Veatch.
