Background
At the April 15 City Commission meeting, the Commission received a recommendation from the Traffic Safety Commission (see attached meeting information) to establish “No Parking, 7am-5pm, Mon-Fri, along the west side of Hilltop Drive, between Harvard Road and Oxford Road.” A number of residents addressed the Commission, some in favor of the recommendation and some opposed to the recommendation. The Commission deferred the item and requested additional information, including a copy of the proposed new site plan for Hillcrest School.
Traffic Data
The Planning & Development Services Department provided a copy of the proposed new site plan for Hillcrest School; in addition, information from the consultant stated that there will be a net increase of 22 off-street parking spaces after construction is complete, with no increase in the number of staff at the school.
Staff observed the area from 8:15-8:45am (school begins at 8:45) on Wednesday, April, 16; Tuesday, April 22; and, Monday, April 28; and found four (4), one (1) and three (3) individuals parking during the time period that appeared to be staff at Hillcrest School.
Staff checked the area hourly on Tuesday, April 22, and Wednesday, April 23, and found 4-21 vehicles (including one motorcycle) parked on Hilltop Drive between Harvard Road and Oxford Road. Attached is a chart showing the number of vehicles found during each hour checked. It is estimated that there are approximately 24 parking spaces available along the east side of the street.
Staff Recommendation
It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission.
Action
Establish “No Parking, 7am-5pm Mon-Fri along the west side of Hilltop Drive between Harvard Road & Oxford Road,” if appropriate.
