Background

Pavement markings are an integral part of the streetscape and play a very important role in channelizing and guiding the road users, including motorists, bicyclists and pedestrians.  It is important to maintain the visibility and retro-reflectivity of pavement markings in order to improve traffic flow and safety. Intersection pavement markings, crosswalks and stop lines, present a maintenance problem due to vehicles accelerating, stopping and turning, creating shear on the markings. In 2012 the City Commission directed staff to begin a program for contract maintenance of crosswalks and stop lines at intersections. City staff has prioritized intersections in high pedestrian areas including downtown and arterial streets.

At the conclusion of the 2013 Iowa Street Reconstruction Project, permanent pavement marking was deferred until 2014 for more favorable weather to install markings and to bid as a separate project to lower the costs.  Temporary paint was installed and has since faded.  Plans include installation of permanent pavement marking tape.

Additionally, Public Works/Traffic Operations Division will re-paint pavement markings as part of their annual program of restriping. (See attached map)

Project Description

The crosswalk marking project consists of grinding the pavement and gluing intersection-grade pavement marking material in place for crosswalks and stop lines. A total of 25 crosswalks & stop lines at 9 intersections will be targeted (list attached).

The Iowa Street pavement marking project will include installation of permanent pavement markings throughout the limits of the 2013 Iowa reconstruction project.
