Project PW1407, Lawrence Municipal Airport, Environmental Assessment

 

Background

The FAA notified the City that they are considering funding under the Airport Improvement Program an Environmental Assessment Study at the Airport.  Pending approval, this is a 90/10 Cost share program.

 

The scope of the Assessment includes impacts to the proposed Airport Improvement Program projects for the next five (5) years (see attached map).  Those projects include:

  • Wildlife perimeter fencing
  • Construction of T-hangars
  • Rehabilitate airport apron
  • Rehabilitate runway 15-33
  • Extend taxiway D
  • Construct general aviation aprons

 

Consultant Selection

The City requested RFQ’s from qualified engineering firms.  We received several qualification statements.  The selection committee included Richard Haig (Board Chair), Jeff Long (Board Member), and Charles Soules (Public Works Director).  Airport Development Group (ADG) and Professional Engineering Consultants (PEC) were asked to interview.

 

The firms were evaluated on: 

  1. Staff Qualifications/Performance
  2. Planning Organization
  3. Project Knowledge/Familiarity
  4. Initiative (problem-solving, use of abilities)
  5. Dependability
  6. Customer Relations
  7. Cooperativeness (attitude, teamwork, interpersonal relations)
  8. Quality of Work
  9. Communications Skills
  10. Costs

 

The Selection committee is recommending ADG for this project.

 

Cost

The FAA & City Attorney’s Office have reviewed the contract and scope of work. 

 

The contract has several options that the FAA may require pending the findings of the environmental impact.  The base contract includes a review of the projects, purpose and needs, alternatives, affected environment and environmental consequences, for a cost of $45,197.  Additional costs for:

  • Public Hearing
  • Wetland Delineation
  • Biological Survey
  • Cultural Survey
  • Historic / Archeological Survey

Action Request

Authorize the City Manager to sign an agreement with ADG for an Environmental Assessment at the Lawrence Municipal Airport in an amount of $71,966.
