Approve Final Change Orders

Project Details

This project included restoring Pennsylvania Street from 8th Street to 9th Street to its original brick condition.  This was done with a flyash treated subgrade, seven inches of asphalt, one inch of sand, and one layer brick surface course.  In order to have enough bricks for the project, bricks were harvested from 9th Street, Pennsylvania Street to Delaware Street, which was constructed with two layers of brick overlaid with asphalt.  9th Street, Pennsylvania Street to Delaware Street along with the intersections of 8th & Pennsylvania, 9th & Pennsylvania, and 9th & Delaware were reconstructed with 10" concrete on a flyash treated subgrade.  In addition to roadway improvements, on street angled parking, pedestrian lighting, sidewalks, concrete crosswalks, curb and gutter, and storm sewer were constructed as part of this project.  This project was awarded the APWA historical restoration/preservation project of the year for the State of Kansas.

 

Change Orders

The first change order was to add additional parking along the east side of the 800 block of Pennsylvania to meet additional demand for proposed development.  This resulted in overrun quantities of curb, concrete pavement, exposed aggregate pavement, rock base, and pavement striping.  This was approved by the City Commission on May 7, 2013 with a $28,000 change order.

 

The second change order included work to repair a water leak on the corner of 9th and Pennsylvania and additional fittings needed at the corner of 8th and Pennsylvania to allow a waterline to be relocated without a temporary loss of service to the Poehler Building Apartments.

 

The third change order was for additional conduit length to supply power to the street lights after the decision was made to remove overhead utilities from Pennsylvania Street to underground in the alley.

 

The fourth change order was for sod placement.  The relocated overhead utilities delayed the project past the recommended seeding times.  

 

Contract quantities of flowable fill, 72" corrugated metal pipe, storm sewer, asphalt, sidewalk, and sand were overrun during this project.

The project was funded from street maintenance out of the general fund.  The original contract and change order 1 were funded in 2013.  The additional change orders for $29,109.20 will be funded from the 2014 street maintenance fund.

 

Action Request

Public Works staff requests approval of Change Orders in the amount of $29,109.20 to be funded from the 2014 street maintenance fund for PW1220 Pennsylvania Drive Reconstruction.
