Iowa Street (US-59), From 6th Street to Harvard Road, and

From Irving Hill Road to 21st Street

 

Please include the following item on the City Commission Agenda for consideration at the April 22, 2014 meeting.

 

Project Background

The “KLINK” (stands for Kansas connecting links) resurfacing program of the Kansas Department of Transportation is intended to assist the local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System. Eligible streets in Lawrence include 6th Street/US 40, Iowa/US 59, North 2nd/US 40/US 59, and 23rd Street/K-10. While the City can expand the scope of a KLINK funded project to include geometric or other major improvements (e.g. widening to provide turn lanes, curb repair, sidewalks, bike paths/lanes, traffic signal improvements etc.), the state funds are to be used only for maintenance of the roadway consisting of various surface treatment measures (e.g. mill and overlay, patching, joint repairs etc.).

 

KDOT contributes 50% of all “eligible” costs of construction and construction inspection services, up to a maximum amount of $200,000.00. The city is responsible for the balance of all eligible costs plus 100% of all non-eligible costs, i.e. costs of geometric improvements or other major improvements of the roadway.

 

The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specifications. Construction inspection is also provided by city staff. Following is a brief history of recent KLINK projects in Lawrence.

Note: All of these projects listed in this table included construction items such as mill and overlay of existing surfacing, microsurfacing, curb repair, joint repair, storm water inlets and full depth patching, where needed.

 

Project Details

The proposed KLINK project (see attached project location map), Iowa Street (US-59), from 6th Street to Harvard Road, and from Irving Hill Road to 21st Street, would consist of: mill and overlay, and full depth asphalt patching where needed.

 

The intersections of 23rd Street & Iowa Street, and 6th Street & Iowa Street are scheduled to be reconstructed this summer of 2014. The FY 2016 KLINK project would bridge the area recently constructed last summer on Iowa and this summer’s construction thus creating an improved road surface corridor all the way from 6th Street down to 23rd Street.

 

Based on current pavement condition, past work/maintenance history and traffic volume, Iowa Street (US-59), from 6th Street to Harvard Road, and from Irving Hill Road to 21st Street are considered to be the most eligible and high priority locations for our next KLINK project. Staff strongly recommends submitting the FY 2016 KLINK funding application for this project.

Project Design and Construction Specifications will be prepared by city engineering staff and the cost for this work is not included in the project cost estimate shown above. Cost of construction inspection services (to be provided by city staff as well) has also not been included in the total project cost estimate.

 

City funds for this project would likely come from the general fund.

 

Project Status / Schedule

If approved for KLINK funding, construction of this project will be completed in summer of 2015.

 

Action Requested

If appropriate, authorize staff to submit application for KLINK funding (state fiscal year 2016) for Iowa Street (US-59), From 6th Street to Harvard Road, and from Irving Hill Road to 21st Street, resurfacing project.
