Project PW1407 – Lawrence Municipal Airport, Environmental Assessment    RFQ Q1400  Selection Committee Recommendation

 

Please place the following item on the consent agenda for the City Commission to consider at its March 25, 2014 meeting: 

 

The City requested qualification statements from firms for the environmental assessment project for the Lawrence Municipal Airport.  The study will look at the City ACIP (Airport Capital Improvement Plan) and conduct one study that will be used for several projects.  The study will also look at storm water issues so the City will have a preliminary plan should the business park begin development.  The projects that the study will include are:

  1. Lighting, signage and wind cones – currently under design
  2. Perimeter fencing
  3. Drainage study
  4. Reconstruct apron
  5. Reconstruct / strengthen 15-33

 

Five firms submitted qualification statements.  A selection committee including Jeff Long – Airport Advisory Board; Richard Haig – Airport Advisory Board, Chair; and Charles Soules – Public Works Director / Airport Manager, interviewed the two firms of Airport Development Group (ADG) and Professional Engineering Consultants (PEC).  The firms were evaluated on the following criteria: 

  1. Staff Qualifications / Performance
  2. Planning Organization
  3. Project Knowledge / Familiarity
  4. Initiative (problem-solving, use of abilities)
  5. Dependability
  6. Customer Relations
  7. Cooperativeness (attitude, teamwork, interpersonal relations)
  8. Quality of Work
  9. Communications Skills
  10. Costs

 

The selection committee is recommending to proceed to negotiations with ADG.

 

Pending City Commission approval, staff will work with ADG to develop a scope and cost which will be reviewed and approved by the Federal Aviation Administration (FAA).  A final contract will be provided for the City Commissions consideration.  This project will be ninety percent (90%) funded by the FAA and ten percent (10%) from the City Improvement Reserve Fund.

 

Action Requested

Authorize staff to proceed in negotiations with Airport Development Group to develop a project scope and costs for an environmental assessment study at the Lawrence Municipal Airport.
