March 04, 2014 Agenda Item – Award Bid for Bid No. B1373 and authorize the City Manager to execute the construction contract for project UT1309 – 23rd Street Waterline Replacement, Phase I (Louisiana to Alabama).

 

Please include the following item on the City Commission Agenda for consideration at the March 04, 2014 meeting:

Award the construction contract for Bid No. B1373 to Banks Construction, LLC in the amount of $252,543.00 and authorize the City Manager to execute the construction contract for project UT1309DS – 23rd Street Waterline Replacement, Phase I (Louisiana to Alabama).

 

Project Description:

The 23rd Street waterline project includes the replacement of the existing 1956 8” cast iron waterline from Louisiana Street to Iowa Street. The project is planned to be completed in three phases as shown on the attached map. Phase III (Ousdahl to Iowa) design has been completed, advertised, and a construction contract awarded to Banks Construction. Banks Construction was given notice to proceed for January 06, 2014 and the waterline installation is scheduled to be completed by April 26, 2014 per the contract documents. Banks Construction is currently well ahead of the contract schedule for Phase III and intend to reach substantial completion by March 07, 2014.

 

Phase I (Louisiana to Alabama) design has been completed, advertised, and bids opened with construction planned to start on March 31, 2014. Phase I of the 23rd Street Waterline Replacement Project includes the installation of approximately 1450 lineal feet of 8” PVC waterline by directional drilling and construction will be completed in summer of 2014. This schedule for completion will allow 23rd Street to be fully open to traffic prior to the start of the University of Kansas fall semester.

 

Phase II (Alabama to Ousdahl) will be designed in 2014 with construction to be coordinated with stormwater improvements at the intersection of 23rd & Ousdahl as well as with planned roadway improvements as part of the ownership transfer of the 23rd Street/K-10 corridor from KDOT to the City following the completion of the South Lawrence Trafficway.

 

 

 

Project History:

Department of Utilities staff and Professional Engineering Consultants have coordinated the replacement of the waterline along the north side of 23rd Street from Louisiana to Alabama with City departments and utility providers to avoid conflicts with existing infrastructure and planned improvements in the area. Construction schedules for Phase I, Louisiana to Alabama, and Phase III, Iowa to Ousdahl, of this project and of geometric improvements to the intersection at 23rd and Iowa Streets are not projected to overlap.

 

Project Status/Details:

Professional Engineering Consultants completed construction documents for the project and it was advertised for bidding on January 15, 2014. Bids were opened on February 11, 2014 and the bids listed below read publicly aloud.

 

Banks Construction, LLC:              $252,543.00

Westland Construction, Inc.:          $289,764.00

Scheutz Construction , LLC:           $366,943.50

Nowak Construction Co. Inc.:                  $506,491.40

Engineers Estimate:                      $403,103.00

 

Professional Engineering Consultants have reviewed the bids and qualifications of the low bidder, Banks Construction , LLC and, per the attached letter and bid tabulation, recommend awarding the bid to Banks Construction, LLC.

 

As Banks Construction, LLC is currently under contract installing Phase III of this project from Iowa to Ousdahl, City staff required Banks Construction to either demonstrate the ability to independently mobilize on the two phases of the project or demonstrate that work would be substantially complete on Phase III prior to the anticipated notice to proceed date for Phase I. In response to this request, Banks Construction provided the attached letter outlining their remaining schedule for Phase III of this project. The anticipated notice to proceed date for Phase I of the project is March 31, 2014 based on the stated requirements for contract execution. As stated by Banks Construction, work on Phase III of the project will be substantially complete by March 07, 2014, three weeks prior to the anticipated notice to proceed date for Phase I of the project.

 

Based on the performance of Banks Construction to date on Phase III of this project, their remaining schedule to complete Phase III of this project, and the recommendation as provided by Professional Engineering Consultants, City staff recommend awarding the contract to Banks Construction, LLC in the amount of $252,543.00.

 

Project Funding:

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.

Action Request:

Award the construction contract for Bid No. B1373 to Banks Construction, LLC in the amount of $252,543.00 and authorize the City Manager to execute the construction contract for project UT1309DS – 23rd Street Waterline Replacement, Phase I (Louisiana to Alabama).
