Installation of Pedestrian Hybrid Beacon on Haskell Avenue at Pinecone Drive

 

 

Background

On January 6, 2014, the Traffic Safety Commission heard a request to construct a PEDESTRIAN HYBRID BEACON (PHB) on Haskell Avenue at Pinecone Drive. Haskell Avenue is classified as a “minor arterial” street and is paved approximately 30 feet wide with a posted speed limit of 30mph. Traffic data collected 12-13 December 2013 found approximately 11,045 vehicles in a 24-hour period with an 85th percentile speed of approximately 37.4mph.

 

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, two (2) members of the public addressed the Commission in support of the request; no one spoke in opposition to the request. It was noted that Independence Inc. is located at this intersection and serves a number of disabled individuals that must use public transit and that the bus stop is across Haskell Avenue; in order to safely cross the street, individuals must travel north over 900 feet to 19th Street to cross at the traffic signal.  A motion to recommend constructing a PEDESTRIAN HYBRID BEACON on Haskell Avenue at Pinecone Drive carried, 7-0.

 

Funding

It is estimated that a PHB at this location would cost approximately $55,000 and there is no funding currently budgeted for this project.

 

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission, if appropriate.
