Installation of Pedestrian Hybrid Beacon on Maine Street at 5th
Street |
Background
On January 6, 2014, the Traffic Safety Commission heard a request to construct
a PEDESTRIAN HYBRID BEACON (PHB) on Maine Street at 5th Street.
Maine Street is classified as a “collector” street in a residential area and is
paved approximately 30 feet wide with a posted speed limit of 30mph. Traffic
data collected 12-13 December 2013 found approximately 6390 vehicles in a
24-hour period with an 85th percentile speed of approximately
34.2mph. In addition, Maine Street is one of the main routes to the Emergency
Room at Lawrence Memorial Hospital.
Traffic Safety Commission Action
At the Traffic Safety
Commission meeting, no one from the public addressed the Commission either in
support of, or in opposition to the request. The Commission noted that there
was a school crossing at the intersection with an adult crossing guard and that
there were two (2) high pedestrian traffic generators nearby; the elementary
school and a city park. A motion to
recommend constructing a PEDESTRIAN HYBRID BEACON on Maine Street at 5th
Street carried, 7-0.
Funding
It is estimated that
a PHB at this location would cost approximately $55,000 and there is no funding
currently budgeted for this project.
Action Request
It is recommended that the City Commission concur with the
recommendation of the Traffic Safety Commission, if appropriate.
