Receive recommendation from RFP review committee for the use of $50,000 held by the Douglas County Community Foundation to further historic preservation in Lawrence.

 

Project Description/History:

The City Commission directed staff on November 5, 2013 to issue a Request for Proposals to utilize $50,000 in grant funds held by the Douglas County Community Foundation to further historic preservation in Lawrence.  The RFP was issued and 7 responses were received.

A review committee consisting of two (2) members of the Lawrence Historic Resources Commission, a member of the Douglas County Community Foundation Board, the Executive Director of the Douglas County Community Foundation, the Historic Resources Administrator, the Director of Planning and Development Services, and the City Manager met on January 23, 2014 to evaluate the proposals using the criteria outlined in the RFP. 

 

Committee Recommendation:

The committee agreed that all of the projects were worthy of consideration and all of the projects would meet the intent of furthering preservation in Lawrence. Based on the criteria identified in the RFP and with attention given to the ability of the funding level to complete or nearly complete the project and the understanding of the community and its relationship to the project, the committee made the following recommendations:

 

1.  $16,000 for the Breezedale Monument Restoration project;

2.  $2,970 for the Castle Tea Room window and porch repair (but not to include the proposed fence repair); and

3.  $31,030 for the window repair project for the Watkins Museum.

 

The committee recommendation reflects the thoughtful consideration of the ability to complete as many projects as possible with the limited funds while utilizing funds in a way that will reach as many citizens of Lawrence as possible. 

 

Project/Item Funding:

Funding for the grants is provided by a $50,000 donation to the Douglas County Community Foundation.

 

Action Request:

Receive recommendation from RFP committee. Determine how to allocate funds and forward decision to the Douglas County Community Foundation.
