RFP for purchase and rehabilitation of 1106 Rhode Island Street property

 

Staff is recommending distribution of the attached Request for Proposals (RFP) for the purchase of 1106 Rhode Island Street and the rehabilitation of its historically significant structures.   

 

Background

Located at the southeast corner of 11th Street and Rhode Island Street, the 1106 Rhode Island Street property is 0.268 acres in size with three structures identified as contributing to the North Rhode Island Street Historic Residential District, National Register of Historic Places: the house, garage, and large barn. 

 

The City recently purchased the property, which had been subject to long-standing code violations, and desires the property be rehabilitated to productive use.

 

Recommendation

Staff believes the property has great potential for conversion to productive use, as well as the rehabilitation of its historical integrity.   Staff recommends inviting interested parties, through the RFP process, to submit proposals for the purchase, redevelopment, and rehabilitation of the 1106 Rhode Island Street property. A selection committee of City staff and Historic Resources Commission (HRC) representatives will review the proposals and make recommendations to the City Commission.  The City Commission will make final proposal selection and negotiate a contract, as appropriate.

 

Recommended Action

Direct staff to distribute a Request for Proposals for the property purchase and rehabilitation of historically significant structures at 1106 Rhode Island Street, Lawrence, Kansas.
