Approve change orders: O'Connell Extension, additional earthwork and waterline

Project Background

 

Ø  September 2010 the City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10

 

Ø  2011 the City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals

 

Ø  February 2012 the City contracted with Bartlett & West Engineers to develop a masterplan and infrastructure plans for the future industrial land use of the property

 

Ø  May 2012 the City held meetings with neighbors and businesses to discuss the concept plan

 

Ø  December 18, 2012 the City Commission approved the final plat

 

Ø  December 11, 2012 the City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site

 

Ø  Plat filed January 31, 2013

 

Ø  City Commission approved Resolution No. 7011 and Resolution No. 7012 establishing March 5th for the public hearing on the Benefit District for infrastructure

 

Ø  March 5, 2013 City Commission approves Resolution 7015 establishing the Benefit District for streets, storm sewer, grading and waterlines in the maximum amount of $7,855,000 and Resolution 7016 establishing the Benefit District for sanitary sewer improvements in the maximum amount of $1,725,000

Project Details/Cost

The improvements include site grading for building pad ready lots and the installation of infrastructure for the Farmland Property:

  • Streets – 10” concrete pavement, curb and gutter, storm sewer, sidewalks on both sides, bike lanes, and fiber conduit
  • Water – 12” looped water main, hydrants and valves

 

The project is funded 100% by the Benefit District and 0% by City at large.  The improvement district includes all property within the Farmland plat and will be assessed based on the proportionate share of square footage of each tract.

 

The infrastructure project awarded to RD Johnson on March 26, 2013 total $4,984,556.30 which included:

·      Base bid of $4,293,827.40 for streets, storm sewer and waterlines.

·      Bid Alternate 1 of $690,728.63 for rough grading on sites: 'A', 'B South', 'C North', and ' C South'.

 

Change Orders #1 through #13 for a total of $977,208.47 were approved by the City Commission on October 8, 2013.

 

O'Connell Road Extension Change Order

In October, the City Commission directed staff to begin negotiating with the contractor the cost to complete design-build work to extend O'Connell Road north to 19th Street (see attached maps). Based on city staff's estimated quantity of work with the current contract's unit prices plus engineering cost, the total is $1,200,000.  The work includes demolition of foundations in right-of-way, earthwork, curb and gutter, pavement, storm sewer, sidewalk, underdrains, waterline, pavement marking and seeding.  RD Johnson has agreed to complete the work and plans at a cost not to exceed $1,200,000.  The waterline costs of approximately $110,000 might not be paid from the VenturePark benefit district if future change orders approach the maximum amount of the benefit district.  City staff will oversee design and construction throughout the work.  The design-build approach for this change order will save the city design costs and time.  The connection to 19th Street will further enhance the connectivity in East Lawrence, but will not be opened until improvements are made to 19th Street in 2016.

 

Other change orders

Two other change orders are needed for approval at this time: additional earthwork and additional waterline work.  Additional earthwork (20,763 CY) was hauled from Site 'A' to Site 'B South' to complete construction of the berms fronting K-10 highway.  Additional waterline work includes labor and equipment to install two improved connections to the existing watermain along K-10.  The watermain connection at O’Connell and 23rd Street cannot be installed as shown on the plans because of a conflict with the storm sewer.  Due to the locations of adjacent utilities, a 30” tee connection is proposed approximately 70 feet east of the originally shown tap connection.  This 30” waterline will provide water to the 12” watermain within the VenturePark development and will allow connection to the 30” Kaw Transmission Main in the future at a location within dedicated waterline easement just north of the landscaping berm along K-10.  This change order also provides a relocated tee connection for the waterline along the west greenway to eliminate valve conflicts with the ditch grading and storm culverts on the north side of K-10.

Cost of earthwork is $64,365.30 and cost of waterline is $91,806.80; summary below.
